Abstract:

Politické změny po roce 1989 přinesly změny i do pohraničních regionů. Tyto oblasti měly znaky periferie: špatná infrastruktura, nízký počet obyvatel, málo vhodných pracovních příležitostí. Dopravní spojení s vnitrozemím bylo špatné a na druhé straně byla nepropustná hranice. Významnou změnou bylo též vytvoření územní samosprávy. Municipality mohly rozhodovat samy za sebe o svém majetku, případně o možnostech spolupráce s jinými subjekty. Na počátku 90. let vznikají první euroregiony, což byla různá sdružení obcí i jiných subjektů a jejich území zasahovala na území nejméně dvou států. Tyto instituce umožnily lepší spolupráci mezi obcemi, školami i jinými organizacemi. Významnou pomocí pro rozvoj přeshraniční spolupráce byly granty z Evropské unie. Prvním dotačním programem, který podporoval spolupráci přes hranice, byl program Phare CBC, který využívaly obce ještě před vstupem České republiky do EU. Od roku 2004 do roku 2006 bylo možné využívat program Interreg III A. V období 2007-2013 je spolupráce přes hranice podporována programem Cíl 3. Autorka se ve své bakalářské práci zabývá využíváním tohoto programu v Euroregionu Krušnohoří. Sama se na přípravě projektů v tomto programu podílela.

Abstract:

The political changes after 1989 brought changes also into the border regions. These areas had all the signs of periphery: bad infrastructure, low number of inhabitants, few appropriate job opportunities. The transport connection with the inland was bad and on the other hand the border was impenetrable. The establishment of municipal authorities was also a big change. The municipalities were able to decide for themselves about their property and the cooperation with other subjects. In the early 1990s the first Euroregions came into existence, which were associations of municipalities and other subjects and their territory was at least in two countries. These institutions enabled a better cooperation between municipalities, schools and other organizations. A significant help for the overborder cooperations were the European Union grants. The first programme, which supported this cooperation was Phare CBC, which was utilized by the municipalities even before joining the EU. Between 2004 and 2006 it was possible to utilize the programme Interreg IIIA. In the period 2007 and 2013 is the overborder cooperation supported by the programme Goal 3. The author in her bachelor thesis deals with the utilization of this programme in the Euroregion Krušnohoří. She was herself involved in preparation of projects in this programme.
