The response of the local municipalities authorities to emergencies

Abstract:

V bakalářské práci je analyzován legislativní rámec pro řešení mimořádných událostí, vymezeny některé mimořádné události postihující Českou republiku. Jsou zde popsány úkoly obcí při řešení mimořádných událostí a následná obnova území obce po mimořádné události. Teoretická část je zaměřena na možné ohrožení obce Martinice u Onšova mimořádnou událostí. Je zde uvedena konkrétní mimořádná událost naturogenního charakteru, zvláštní povodeň protržení hráze Martinického rybníka. Nedílnou součástí praktické části je nově vytvořen krizový plán obce a je zde navrhnut plán obnovy území postiženého mimořádnou událostí.

Abstract:

The bachelor thesis analyses the legislative framework for dealing with emergencies and defines some emergencies affecting the Czech Republic. It describes the tasks of municipalities in dealing with emergencies and the subsequent restoration of the municipal territory after an emergency. The theoretical part focuses on the possible threat of an emergency to the municipality of Martinice u Onšova. A specific emergency of a naturogenic nature is presented, a specific flood breaking the dam of the Martinice pond. An integral part of the practical part is a newly developed crisis plan of the municipality and a recovery plan for the area affected by the emergency is proposed.
