Abstract:

The objective of my BSc thesis is to give a comprehensive view on the status and powers of the Public Defender of Rights in the Slovak Republic under the current legislation and its relationship to other bodies in the protection of human rights. In the introduction to the work of the historical evolution recorded Ombudsman Institute, its classification, and models as well as international human rights organizations. Core work is the legal foundation for the institution of Public Defender of Rights in the Slovak Republic and the characteristics of the activities the Office of the Public Defender of Rights, as well as the activities of Public Defender of Rights, which is due to inspection reports on the activities and also a description of some parts of the Act on Public Defender of Rights. In conclusion, the work included international cooperation in the public defender of rights within the framework of international institutions as well as cooperation at the Visegrad Four and the European Union.

Abstract:

Cieľom mojej bakalárskej práce je podať ucelený pohľad na postavenie a právomoci verejného ochrancu práv v Slovenskej republike podľa platnej právnej úpravy a jeho vzťahy k iným orgánom v systéme ochrany ľudských práv. V úvode práce je zaznamenaný historický vývoj inštitútu ombudsmana, jeho klasifikácia a modely ako aj medzinárodné organizácie na ochranu ľudských práv. Jadro práce tvorí právny základ vzniku inštitúcie verejného ochrancu práv v Slovenskej republike a charakteristika činnosti Kancelárie verejného ochrancu práv, ako aj činnosť verejného ochrancu práv, ktorá je k nahliadnutiu vďaka správam o činnosti a v neposlednom rade aj opis niekoľkých častí zo zákona o verejnom ochrancovi práv. V závere práce je obsiahnutá medzinárodná spolupráca verejných ochrancov práv v rámci v rámci medzinárodných inštitúcií ako aj spolupráca na úrovni Vyšehradskej štvorky a Európskej únie.
