Czech pension system and proposals for its parametric changes

Abstract:

Bakalářská práce zkoumá nastavení českého penzijního systému. Autor se snaží identifikovat nedostatky českého důchodového zabezpečení a poskytnou možné návrhy na jejich řešení. V praktické části se autor rozborem demografického vývoje snaží upozornit na možná rizika do budoucna a pak následnou analýzou vybraných sociálních témat poukázat na nedostatky systému a poskytnout vhodná doporučení na jejich řešení. Hlavní přidanou hodnotou práce je rozbor tří navrhovaných variant důchodové reformy předložených nově ustanovenou komisí pro spravedlivé důchody. Jednotlivé varianty jsou porovnány se současným nastavením z hlediska sociálních principů. Velký důraz je kladen na finanční náročnost těchto reforem a jejich udržitelnost do budoucna. Výsledky ukazují, že vzhledem k demografickým změnám bude v budoucnu nutné buď zvýšení výdajů na starobní důchody, anebo přechod ze současného PAYG způsobu financování na jiný druh systému, který ale taktéž povede ke zvýšení výdajů.

Abstract:

The bachelor's thesis researches the settings of the Czech pension system. The author tries to identify the weaknesses of Czech pension provision and provides proposals for their solutions. In the practical part, the author summarize the future risks based on the analysis of demographic development. He analyses chosen social issues and after that he provides the recommendations for their solutions. The main value add of this thesis is an analysis of the three proposed pension reform options presented by the newly established Fair Pensions Commission. The individual variants have been compared with the current possibilities in terms of social principles. The author emphasizes financial demands of all those reforms and their sustainability for the future. The conclusions based on the demographic changes demonstrate, that it will be necessary to reduce spending on old-age pensions, or to change the current PAYG system to other kind of financing, but both possibilities will lead to higher expenses.
