Abstract:

Problematika pravomocí centrální banky v oblasti provádění měnové či devizové politiky, optimální nastavení regulace a dohledu nad finančním trhem a také nezbytná míra nezávislosti této instituce jsou v hospodářské politice a její aktuální situaci podrobena intenzivním jednáním. V teoretické části diplomové práce vymezím základní pojmy a definice týkající se řešené problematiky. Z teoretického hlediska charakterizuji samotný pojem a funkce centrálního bankovnictví, definuji nezávislost centrální banky, její druhy, pojetí a optimální nastavení. Budu se věnovat též regulaci a dohledu nad finančními trhy s ohledem na vymezení pojmů z této oblasti, modely a systémy dohledové činnosti i cíle a nástroje jejího provádění. Uvedu také základní teoretické aspekty z oblasti měnové a devizové politiky, jejich nástroje a způsoby provádění. V praktické části práce zpracuji analýzu vývoje vybraných ukazatelů činnosti a pravomocí centrální banky na našem území po roce 1989, především z oblasti nezávislosti centrální banky, nastavení měnové politiky, dohledu nad finančním trhem a devizové politiky. Provedu komparaci změn ve vývoji a činnosti centrální banky v těchto oblastech po roce 1989 především s ohledem na vývoj právní úpravy a svěřené kompetence. Cílem této práce je zanalyzovat vývoj vybraných ukazatelů z oblasti činnosti centrální banky na našem území se zaměřením na období transformace české ekonomiky a shrnutí významných změn, které v daných oblastech nastaly do současnosti.

Abstract:

The issue of competences of central bank in monetary or foreign exchange policy, the optimal adjustment of regulation and supervision of financial market and also the necessary independence of this institution is subjected to intensive discussion at the present time economic policy. In the theoretical part I will define basic concepts and definitions relating to this issue. From a theoretical point of view I will describe the concept and function of central banking, the independence of central bank, its types and optimal settings. I will also characterize the regulation and supervision of financial markets with regard to the definitions, models, systems, objectives and instruments of this issue. I will define the basic theoretical aspects of monetary and foreign exchange policy. In the analytical part I will process an analysis of selected indicators of activities and powers of the central bank in our country since 1989, mainly from the independence of the central bank, setting of monetary policy, financial market supervision and foreign exchange policy. I will make a comparison of changes in the development and activities of central banks in these areas with regard to trends in the legislation and their powers. The aim of this thesis is to analyze the development of selected indicators of activity of the central bank in our country with a focus on the transformation of the Czech economy with a summary of significant changes.
