Analysis of financing the justice system in the Czech Republic

Abstract:

Tématem bakalářské práce je analýza financování justičního systému v ČR. Cílem práce je analyzovat činnost a financování justičního systému, zjistit, zda dosavadní způsob financování je efektivní a případně navrhnout možnosti jiného řešení. V první části, která je zpracována pomocí odborné literatury, se zabývám charakteristikou veřejného sektoru, následně charakteristikou současného justičního systému, do které patří soudní systém, státní zastupitelství, notářství, notářství, vězeňská služba a veřejný ochránce práv. Další významnou kapitolou je analýza a alokace financování justičního systému, kde se zaobírám ekonomickou stránkou soudů. Jednou důležitější kapitolou je srovnání financování české a zahraniční justice. Zde se zabývám porovnáním financování vězeňství v České republice a vězeňství ve Spojených státech amerických. Ve výzkumné části jsem se zaměřila na Okresní soudy, kde jsem zjišťovala skutečné platy zapisovatelek s tím, abych je mohla porovnat s míněním veřejnosti, která do tohoto není osobně zainteresovaná.

Abstract:

The theme of my Bachelor´s work is an analysis of financing the justice system of the Czech Republic. The aim is to analyze the activities and funding of the justice system, to determine whether the current method of financing is effective and to possibly propose another solution. In the first part, which is based on work with professional literature, I deal with the characteristics of the public sector and the characteristics of the present system of justice, which includes the judicial system, prosecutors, notaries, the prison service and the Ombudsman. Another important chapter is related to the analysis and allocation of funding of the justice system, where the economic aspect of courts is explored. In the following chapter the financing of Czech and foreign justice is described. Here I tried to compare the funding of prisons in the Czech Republic and prisons in the United States of America. In the practical part of my thesis I focused on the district courts, where I examined the actual salaries of the recorders so that I could compare them with opinions of the public, which is not involved personally.
