The Reform of Public Administration as a Process of Decentraliozation in the Modern Democratic State

Abstract:

Diplomová práce představuje průřez reformou a modernizací veřejné správy v České republice po roce 1989. Práce je rozvržena do 6 systematicky členěných kapitol. Úvodní kapitola vymezuje pojem veřejné správy a shrnuje systémové změny veřejné správy po roce 1989. Následující část objasňuje východiska a postup provedení I. a II. fáze reformy veřejné správy.Ve třetí části se autorka zabývá otázkouúzemní veřejné správy v návaznosti na základní principy Evropské charty místní samosprávy a jejím současným stavem. Následná část je zaměřena na III. fázi reformy veřejné správy, především na ústřední státní správu a postavení úředníků ve veřejné správě. Pátou částí je představen projekt eGovernment, jako modernizační prvek ve veřejné správě. Poslední část práce seznamuje s rozpracovanými dílčími projekty v rámci eGovernmentu.

Abstract:

This diploma thesis represents a cross-cutting of themes, such as the reform and the modernization of Civil Service in the Czech Republic after 1989. The thesis is divided into six systematic chapters. The introductory chapter defines the concept of public administration and also summarizes public sector system changes after 1989. The following part of the thesis clarifies the main knowledge base and execution procedures for the first and second phase of the public sector reform. In the third part, the author deals with the territorial public administration issue following the European Charter of Local Self-Government basic principles and its current state. The next part of the thesis is focused on the third phase of the public sector reform, mainly dealing with the central state administration issue and the status of officials working for the public sector. The fifth part introduces the eGovernment project, as a modernization element in the public sector. The last part of the thesis contains partial projects in development, regarding the eGovernment project.
