Human rights and national minorities: the case of the russian minority in Latvia

Abstract:

Na začátku diplomové práce bude vysvětleno pár pojmů jako jsou lidská práva, jejich povaha, funkce a kontrola, nacionalismus. Dále se zaměříme na teoretické přístupy k lidským právům - přirozený, pozitivní a samotnou aplikaci lidských práv, což nás zavede k lidským právům pohledem politické filozofie a pramenům. Dále je důležité zmínit multikulturalismus, který souvisí především s částí práce národnostních menšin a jejich práva. Rozebereme tento pojem a nastíníme jaké jsou práva menšin v Lotyšsku, protože to je důležité pro druhou část práce, kde budeme zmiňovat konkrétní problematiku ruské menšiny právě v Lotyšsku. Podstatné je zmínit historické události celého Pobaltí, následné demografické rozložení, zákony o občanství a neobčanství, jazyk ve veřejném styku. Závěrem budou nastíněny rozdílnosti v kultuře a náboženství těchto dvou odlišných národů.

Abstract:

At the beginning of the thesis, readers are introduced to several terms, including human rights, their nature, functions, control, and nationalism. It also focuses on theoretical approaches to human rights - the natural, positive, and application of human rights itself, which will lead us to human rights through the perspective of political philosophy and its sources. It is also important to mention multiculturalism, which is mainly connected to the part of the work of national minorities and their rights. We will analyze this concept and outline what are the rights of minorities in Latvia because it is important for the second part of the thesis, where we will mention the specific issues of the Russian minority in Latvia. It is important to mention the historical events of the whole Baltic, the subsequent demographic distribution, the laws on citizenship and non-citizenship, the language in public relations. Finally, the differences in culture and religion of these two different nations will be outlined.
