Funding of transport infrastructure in the Czech Republic in the first decades of the 21st century

Abstract:

Diplomová práce zkoumá efektivnost financování dopravní infrastruktury v České republice v prvních dekádách 21. století. Efektivnost financování je zkoumána z hlediska zhodnocení organizačního a procedurálního rámce financování a jednotlivých zdrojů financování dopravní infrastruktury včetně předložení návrhů pro efektivnější fungování v obou oblastech. Dopravní infrastruktura kvůli své vysoké finanční náročnosti představuje jednu z nejvýznamnějších položek veřejných rozpočtů, neboť za rozvoj a financování dopravní infrastruktury je v ČR zodpovědný především veřejný sektor. K aktuálnosti daného tématu přispívá zejména fakt, že ČR stále nemá dokončenou páteřní síť silniční a železniční dopravní infrastruktury, což významným způsobem snižuje konkurenceschopnost ČR. Na základě provedené analýzy a zhodnocení systému financování spolu s příjmovou a výdajovou stránkou Státního fondu dopravní infrastruktury (SFDI) lze konstatovat, že i přes relativní funkčnost celého systému a široké spektrum zdrojů jsou hlavními negativy současného financování dopravní infrastruktury především absence závazné dlouhodobé strategie rozvoje a značná meziroční volatilita zdrojů financování, která neumožňuje predikování jejich výše. Pro zajištění efektivního financování dopravní infrastruktury je třeba přijmout taková opatření, která povedou k nižší závislosti na ročním programování rozpočtu SFDI a k nezbytné stabilizaci příjmové a výdajové stránky SFDI. Přidaná hodnota diplomové práce spočívá zejména v předložení konkrétních návrhů pro efektivnější fungování financování dopravní infrastruktury v ČR.

Abstract:

This thesis investigates the efficiency of funding transport infrastructure in the Czech Republic in the first decades of the 21st century. Funding efficiency is investigated by evaluating the organisation and proceeding frame of funding and of individual funding sources of transport infrastructure and presents proposals for higher efficiency in both of the above areas. Since the development and funding of transport infrastructure in the Czech Republic is mainly the responsibility of the public sector, transport infrastructure is, due to its high financial demands, one of the most important items on public budgets. The currency of the subject is enhanced by the fact that the Czech Republic lacks a completed backbone road and railway transport infrastructure, which considerably reduces its competitiveness. Upon the executed analysis and evaluation of the funding system together with the revenue and expenditure side of the State Fund for Transport Infrastructure (SFDI) it can be declared that despite the relative functionality of the whole system and a wide spectre of sources, the main negatives of the present funding of transport infrastructure are especially the absence of a long-term development strategy and the substantial year-on-year volatility of funding sources that prevents predicting the amounts. To ensure efficient funding of transport infrastructure, it is necessary to adopt measures leading to reduced dependency on annual programming of the SFDI budget and to the required stabilisation of the revenue and expenditure sides of the SFDI. The added value of the thesis is especially the presentation of specific proposals for more efficient funding of transport infrastructure in the Czech Republic.
