President in the political system of Lithuania: oscillation between parlamentarism and semipresidentialism.

Abstract:

Kolaps komunistických režimů vyvolal nárůst zájmu odborné veřejnosti o semiprezidencialismus. Republika Litva je známá jako zvláštní případ řazený ke skupině států se semiprezidentským režimem. Specifičnost semiprezidencialismu na Litvě vychází z maximální snahy litevských politiků interpretovat Ústavu z roku 1992, resp. politický režim, jako parlamentní. Tato práce se zabývá zvláštnostmi litevského semiprezidencialismu a primárně věnuje pozornost postavení a pravomocem prezidenta v litevském politickém systému. Práce si klade za cíl objasnit, zda politická praxe na Litvě skutečně odpovídá semiprezidentskému modelu. V první části práce je věnována pozornost vývoji konceptu semiprezidencialismu. Následující část objasňuje historický kontext, ve kterém byl politický systém formován. Zaobírá se politickým kontextem, v němž byl semiprezidentský systém na Litvě přijat. Ve druhé části práce jsou také definovány ústavní pravomoci litevského prezidenta. Třetí část se zaměřuje především na jednotlivé osoby ve funkci prezidenta v období 1993 – 2006. Analyzuje vztahy prezidentů k dalším politickým institucím a individuálně hodnotí reálné postavení jednotlivých prezidentů v politickém systému.

Abstract:

The collapse of communist regimes provoked scholarly interest in semipresidentialism. The Republic of Lithuania is known as a peculiar case in the group of semipresidential states.Its peculiarity stems in the Lithuanian political elity effort to interpret the Lithuanian Constitution of 1992 in a maximally parliamentarist manner. This paper deals with the main peculiarities of the Lithuanian semipresidential regime and describes the status of presidential power in Lithuania. The paper makes effort to clear up whether the political practises actually match the semipresidential model or not. The fisrt part of the paper introduces theoretical concepts of semipresidentialism. The following part explains the historical backround which had such an impact on the creation of the system. In focuses on the political context in which Lithuanian semipresidentialism was adopted. The second part also defines the constitutional, or de iure, power of the Lithuanian presidency. The third part presents political realities of the 1993 - 2006. This part analyses the personalities of particular presidents, their relations with other branches of gowernment. It makes effort to reveal the real power of the presidents.
