Governing sustainable transitions in theory and practice: Analysis of Prague’s transition to a circular economy

Abstract:

Táto diplomová práca analyzuje prechod Hlavného mesta Prahy k cirkulárnej ekonomike pomocou teoretického rámca Tranzičného Manažmentu. Cirkulárna ekonomika sa stala jedným z hlavných prúdov udrža-teľného rozvoja a je dôležitou súčasťou klimatickej politiky Európskej Únie. Mestá hrajú v prechode z lineárnej ekonomiky na cirkulárnu dôležitú rolu, no tá však vyžaduje systémovú zmenu a prispôsobenie sa celej spoločnosti. Teória tranzičného manažmentu nám ponúka praktický rámec (Cyklus Tranzičného Manažmentu), na základe ktorého dokážeme analyzovať praktické kroky potrebné k úspešnému prechodu na nový systém. Hlavným cieľom tejto práce je pozrieť sa na súčasnú situáciu v Prahe a zistiť kto sú hlavný aktéri zmeny, aké bariéry im stoja v ceste a najmä, ako k takejto systémovej zmene mesto pristupuje a kde sa v cykle tranzičného manažmentu nachádza.

Abstract:

This thesis analyses the governance approach of the Capital City of Prague toward a transition to a circular economy, using the theory of Transition Management. The circular economy is a trending concept in the current debates on sustainable development and has been adopted by the European Union as one of the leading concepts to achieve climate neutrality. However, the transition to a circular economy is not an easy task and requires a systemic change with a long-vision approach. The thesis thus adopts the Transition Management theory, which provides us with a practical framework (Transition Management Cycle - TMC) to analyse the governance of systemic transitions. This thesis looks more closely at the local governance of Prague's transition to a circular city through a twofold analysis of the content of the strategic circular documents and in-depth interviews with the relevant stakeholders. The results show that even though it appears that the governance in practice follows the theory of TMC, the City Council of Prague is more in a reactive position to activities of non-governmental actors who are pursuing change and does not initiate or actively govern the transition as such.
