Basic Components of Emergency Service, its History, Development since the First Czechoslovak Republic up to the Present, Roles in Crisis Management and Emergency Service

Abstract:

Obsahem diplomové práce je v teoretické části poskytnutí uceleného přehledu o historii základních složek Integrovaného záchranného systému a jejich organizačním vývoji v období od vzniku první republiky až po současnost, resp. konec roku 1989. Dále se tato diplomová práce v teoretické části zabývá postavením základních složek integrovaného záchranného systému a úlohou těchto bezpečnostních složek v krizovém řízení a v integrovaném záchranném systému. Obsahem praktické části diplomové práce je návrh řešení problematiky fyzických útoků na členy výjezdových skupin zdravotnické záchranné služby, při plnění úkolů, které jim ukládá zákon č. 374/2011 Sb., o zdravotnické záchranné službě. K získání informací, potřebných pro zpracování praktické části diplomové práce, bylo využito dotazníkového šetření zaměřené na respondenty z řad záchranářů a vedení zdravotnických záchranných služeb, analýzy výsledků dotazníkového šetření, analýzy současného stavu právních předpisů a návrhy změn právních předpisů, souvisejících s navrhovaným řešením problematiky fyzických útoků na členy výjezdových skupin zdravotnické záchranné služby.

Abstract:

The goal of the theoretical part of the diploma thesis is to provide a comprehensive overview of the history of basic components of the Integrated Rescue System, its organizational development in the period of the First Czechoslovak Republic up to the end of 1989, its status and role in crisis management. The practical part is focused on an improvement proposal of physical attack issue on the members of the Medical Rescue Service during the performance which is imposed by the Act No. 374/2011 Coll. In order to obtain the necessary information for processing the practical part of the diploma thesis, there was used a questionnaire survey focused on rescue workers and management of rescue services, analysis of the results of the questionnaire survey, analysis of the current status of legal regulations and proposes of changes in legal regulations related to the proposed solution of the issue of physical attacks on expatriate members of the medical rescue service.
