Austerity measures of the Czech Republic state budget from 2010 to 2015

Abstract:

Předložená práce je zaměřena na vývoj příjmů a výdajů státního rozpočtu ve sledovaném období 2010 až 2015, řeší efektivitu vynaložených výdajů v rámci HDP, státního dluhu a výše důchodů a cílem této práce je navrhnout úsporná opatření, která zvýší příjmy a sníží výdaje státního rozpočtu. Při řešení problematiky úsporných opatření jsem využil volně dostupných statistik ze zahraničních webových stránek, které jsem následně spojil s metodikou Lafferovy a Rahnovy křivky a se svými, předem určenými, hypotézami, týkající se vlivu byrokracie, daňových sazeb, složitosti daňového systému a celkových odvodů ze zaměstnání na výkonnost ekonomiky a podílu šedé ekonomiky. Ve své práci jsem potvrdil hypotézu, že celkové odvody ze zaměstnání a výše daňových sazeb má prokazatelný vliv na podíl šedé ekonomiky na HDP a dokázal jsem, že existuje prokazatelný vztah mezi nadměrnou byrokracií a výkonností ekonomiky. V případě úspory výdajů jsem se zaměřil na řešení, která by ušetřila několik desítek miliard korun. Hlavním přínosem této práce je fakt, že současný systém rostoucí byrokracie spolu s rostoucími daňovými sazbami, celkovými odvody ze zaměstnání a rostoucí neprůhlednost celého daňového systému má negativní vliv na výkonnost české ekonomiky, na vysoký podíl šedé ekonomiky a tím i na celkovou neochotu řádně plnit daňové povinnosti.

Abstract:

The submitted thesis is focused on the development of the state budget´s revenues and expenses during the period from 2010 to 2015 and deals with efficiency of the expenses incurred as a part of GDP, government debt and the value of nominal income and the goal is to propose the austerity measures that will increase revenues and decrease expenses of the state budget. While I was dealing with problem of the austerity measures I used freely available statistics from foreign websites that I connected to methodics of Laffer and Rahn curve and with my own hypotheses, concerning the influence of bureaucracy, tax rates and complexity of the tax system and the total incomes tax and social security contribution rates on the economic performance and the shadow economy. In my work I confirmed the hypothesis that the total income tax and social security contribution rates and the value of tax rates has demonstrable influence on the share of the shadow economy on GDP and I also proved that there exists demonstrable relation between the excessive bureaucracy and the economy performance. In case of the austerity measures I focused on solutions that would save billions of the Czech crowns. The main benefit of this bachelor thesis is the fact that the present system of growing bureaucracy along with the growing tax rates and the total income tax and the social security contribution rates and the growing opacity the whole tax system has negative influence on the Czech economy performance and on the high value of the shadow economy and it means it has negative influence on total reluctance to properly fulfill the tax obligations.
