Possible impacts of migration crisis in years 2014-2017 on pension systems of selected EU countries

Abstract:

Tato práce řeší problematiku aktuálního stavu důchodových systémů ve vybraných státech Evropské unie. Konkrétně v souvislosti s migrační krizí, jejíž dopady na země EU více či méně dopadly především v letech 2014-2017. Migrační krize je často vnímána jako negativní událost, v práci jsem chtěl poukázat i na případné kladné výsledky, které z ní plynou. V souvislosti s aktuálním stavem demografické situace a do budoucnosti neudržitelně nastavenými schématy penzijních systémů v mnoha zemích, je vybrané téma aktuální. Ověřuji hypotézu, zdali dopady plynoucí z migrační krize mohou přispět ke zvýšení efektivnosti fungování důchodových systému ve vyspělých státech EU. Nejprve se zabývám důchodovými systémy a migrační krizí obecně. Následně práci rozšiřuje ekonomický pohled na migraci a komparace vybraných států. Práce dochází k závěru, že migrační krize nemůže zcela vyřešit problémy, s kterými se důchodové systémy potýkají. Může k řešení přispět, avšak za mnoha omezení. Opomíjení politických, a především sociálních faktorů zabraňuje využít pozitivní migrační toky k nahrazení či doplnění stárnoucí populace. V odborných pracích často dochází k vynechávání faktorů náboženského vyznání či kulturních a jazykových odlišností. Ty jsou však stěžejní pro případné ztotožnění se přistěhovalce s novou společností. Na této podmínce je poté závislý úspěch konceptu migrace, jakožto prostředku k vyrovnání demografické nerovnováhy.

Abstract:

This thesis addresses issues of the current state of pension systems in selected countries of the European Union. To be more specific, in the context of the migration crisis, the effects on EU countries were more or less accounted for, mainly in the years 2014-2017. The migration crisis is often perceived as a negative occurrence, in this thesis, I attempted to point out positive results that arose from it as well. I regard this topic as highly contemporary in relation to the present-day demographic situation and the future of unsustainably set pension system schemes in numerous countries. I pursue to verify whether the hypothesis that the effects stemming from the migration crisis could contribute to improving the efficiency of the pension systems in selected EU's countries. First, I deal with pension systems and the migration crisis from a general point of view. Subsequently, the work extends to the economic view of migration and comparison of selected countries. The thesis concludes with the notion that the migration crisis cannot fully resolve the problems faced by pension systems. However, it can contribute to the solution, but with various limitations. The neglect of political and, above all social factors, prevents the application of positive migration flows to replace or complement the ageing population. Academic work generally fails to take into account the matter of religion, culture and language differences. Nevertheless, these factors are central to the eventual integration of the immigrant within the new community. Success is then dependent on this condition of the migration concept as a mean to regulate demographic imbalances.
