Prevention of crisis situations in the area of internal security and public order at the level of basic local government

Abstract:

Tato bakalářská práce se zabývá úlohou orgánů obce a obce s rozšířenou působností v systému zajišťování vnitřní bezpečnosti a veřejného pořádku. Teoretická část přináší ucelený přehled participace orgánů státní správy i samosprávy na výkonu politiky bezpečnosti ČR, krizovém řízení a krizové připravenosti. Mapuje jejich preventivní činnost, ale i zapojení do krizového řízení při řešení různých mimořádných událostí a odstraňování jejich následků. Zdrojem informací je především Právní řád České republiky, Ústavní pořádek České republiky a další legislativní normy nižší právní síly, v nichž jsou tyto povinnosti ukotveny. V praktické části se autor věnuje voleným orgánům samospráv obcí. Jejich znalostem a orientaci se v problematice vnitřní bezpečnosti státu a veřejného pořádku. Dále pak ochotě a možnostem sebevzdělávání zastupitelů, podpoře státu v tomto vzdělávání, ale i komplikacím, které mohou být spojeny s pravidelnou obměnou volených orgánů, změnou politické vůle a směřování obce. Zde autor vychází především z odpovědí v anonimní anketě vedené mezi zastupiteli několika obcí, vlastní angažovanosti v orgánech obce a zkušeností z působení v humanitární neziskové organizaci.

Abstract:

This bachelor's thesis deals with the role of municipal authorities, and municipalities, which have extended powers in the role of maintaining internal security and public order. The theoretical part of this thesis, provides a comprehensive overview of the involvement of state and local government bodies in the implementation of the Czech Republic's security policy, crisis management and crisis preparedness. It outlines their approach towards prevention, as well as their involvement in crisis management, when dealing with various extraordinary events, as well as mitigating their consequences. The sources of information referred to, are primarily, the Legal Code of the Czech Republic, the Constitutional Order of the Czech Republic, as well as other legislative norms of lower legal force in which these obligations are anchored. In the practical part of this thesis, the author discusses the elected bodies of municipal governments, their knowledge and orientation of the issue of internal security of the state, and the maintenance of public order. Furthermore, he considers the representatives willingness, and opportunities for, self-education, and the support of the state towards this education. Also discussed, are the complications that can be connected with the regular change of elected bodies, and the change of political will and direction of the municipality. The discussion is mainly influenced by the feedback from an anonymous survey, which was conducted among the representatives of several municipalities, as well as the authors own involvement with municipal authorities, and his experience from working in a humanitarian non-profit organisation.
