Korupce v ozbrojených složkách a její vliv na bezpečnost státu

Abstract:

Tato práce se bude se zabývat korupcí v bezpečnostních složkách, ve složkách, které by měly zajišťovat ochranu a bezpečnost a měly by jistit záruky práv všech občanů. Cílem bakalářské práce je analyzovat vztah mezi bezpečností státu a korupcí zaměstnanců v ozbrojených složkách. Prvním dílčím cílem práce je poukázat na vnitřní kauzální mechanismy zaměstnanců bezpečnostních složek. Druhým dílčím cílem bude vysvětlit latentní mechanizmy korupce a účelové šikany v bezpečnostních složkách a jejich vliv na propojení se státní správou, samosprávou, zákonodárnou mocí, výkonnou, soudní a vládou. Práce bude rozdělena na dvě části, teoretickou a praktickou. Teoretická část se bude zabývat legislativní a teoretickou stránkou v rámci boje proti korupci v ČR, v EU a v OSN. Praktická část se bude prolínat s částí teoretickou a bude zpracována na základě známých skutečností z praxe. V závěru bakalářské práce budou výstupy analýz shrnuty do konkrétních doporučení.

Abstract:

This work will deal with corruption in the security forces, in the elements that should ensure protection and security and should secure the guarantee of the rights of all citizens. Theme of the bachelor thesis is to evaluate and analyze the relationship between state security and corruption of employees in the armed forces. The first-sub goal of this work is to point out the internal mechanisms of the relationships between employees of security forces. The second-sub goal will be to explain the latent mechanisms of corruption and targeted bullying in the security forces and their impact on the interfacing with state administration, self-government, legislature, executive, judicial and government. The work will be dividet in two parts, theoretical and practical. The theoretically part will deal with the legislative and theoretically side in the fight against corruption in the Czech Republic, the EU and the UN. The practical part will be intertwined with the theoretically part and will be processed on the basis of known facts from the real practice. At the end of the bachelor's thesis, the results of the analyzes will be summarized in specific recommendations.
