Electoral Systems in Divided Societies: A Discussion on the Best Electoral System for Africa

Abstract:

Diplomová práce se zabývá otázkou nejlepšího volebního systému pro rozdělené společnosti v Africe. Text je členěn do tří částí. V úvodní teoretické pasáži se věnuje diskuzi o nejvhodnějším volebním designu pro rozdělené společnosti nejprve v obecné rovině, posléze se zaměřením na Afriku. Prostřední empirická část představuje osm případových studií: Ghanu, Keňu, Malawi, Zambii, Mozambik, Benin, Namibii a Guineji-Bissau. Hlavním záměrem případových studií je popsat podobu stranického systému, profil politických stran a jejich elektorátu, vzájemné interakce politických stran a podobu volebního procesu. Závěrečná část shrnuje nejtypičtější výstupy všech případových studií, zamyšlí se nad platností konvenčních předpokladů o vlastnostech listinných poměrných systémů a většinového systému prvního v cíli a nad názory představenými v úvodní teoretické části textu. Samotný závěr se pokouší odpovědět na otázku, zda vůbec existuje něco jako nejlepší volební systém pro Afriku.

Abstract:

This diploma thesis focuses on the issue of the Election System for Divided Societies in Africa. The text is divided into three parts. The first part deals with the theoretical discussion about the best electoral system for divided societies, first in general, then focusing on Africa. The middle empirical part presents eight case studies: Ghana, Kenya, Malawi, Zambia, Mozambique, Benin, Namibia and Guinea-Bissau. The main purpose of the case studies is to describe the party system, give a profile of the political parties and their electorate, showing the interaction between the political parties and the form of the electoral process. The final part summarizes the most typical outcomes in all the case studies, considers the validity of conventional assumptions about the properties of PR systems and FPTP and comments on the discussion in the first theoretical part. The conclusion attempts to answer the question whether there is anything like the best electoral system for Africa.
