The Position of the European Parliament during Development of the European Integration Process - Analysis of the Example of European Commission's Appointment

Abstract:

The thesis analyses process of empowerment of the European Parliament on the example of the appointment of the European Commission. Since it does so in a complex way, the primary aim of the paper is not to provide detailed casuistic description of this process. Instead, it tries to put the process in wider connotations. This is why it starts with identification of the crisis of legitimacy of the EU as a basic factor that has put the EU on the track of politicization. The politicization itself is seen as the most important consequence of the process of the empowerment of the Parliament in the Commission's appointment procedure. After short description of accompanying tokens of politicization, the overall impacts of this process on the integration are analyzed. The consequences, being both positive and negative, are not nowadays clear enough to bring a firm judgement on their impact, though.

Abstract:

Práca skúma proces posilňovania vplyvu Európskeho parlamentu na príklade procesu menovania Európskej komisie. Keďže tak činí komplexne, jej cieľom nie je detailný kazuistický popis tohto javu, ale jeho zasadenie do širších súvislostí. Preto najskôr identifikuje krízu legitimity, vyjadrenú okrem iného vznikom debaty o demokratickom deficite ako základný faktor smerujúci k procesu politizácie. Následne je identifikovaný proces politizácie ako hlavný dôsledok procesu posilňovania pozície Parlamentu v rámci menovania Komisie. Po tom, ako je poukázané na súvisiace prejavy politizácie, sú analyzované jej možné dopady na vývoj integrácie. Jedná sa tak o pozitívne, ako aj negatívne dopady, no v súčasnosti nie je možné s istotou predvídať ich výsledok.
