The Analysis of the Impact of Property Taxes on the Economy of Municipalities

Abstract:

Bakalářská práce je zaměřena na analýzu vlivu majetkových daní na ekonomiku municipalit. Cílem teoretické části bakalářská práce je přiblížit základní charakteristiky a funkce daní a dále zaměřit pozornost na obecnou klasifikaci daní. Na základě provedeného průzkumu literárních zdrojů a získaných poznatků je definováno postavení majetkových daní v rámci daňové soustavy České republiky. Nezastupitelnou úlohu v teoretické části bakalářské práce hraje samotná historie majetkových daní. Přínosem praktické části bakalářské práce jsou zjištění o zastoupení jednotlivých druhů majetkových daní napříč členskými státy Evropské unie, vyhodnocení vlivu v oblasti harmonizace daní, srovnání podílu majetkových daní vybraných zemí na hrubém domácím produktu a celkových daňových výnosech. V neposlední řadě nelze opomenout ani doporučení, směřující k jednotlivým municipalitám, vedoucí k vyššímu výběru majetkových daní, zejména daně z nemovitostí.

Abstract:

The thesis is focused on the analysis of the impact of property taxes on the economy of municipalities. The aim of the theoretical part of the thesis is to show the basic characteristics and functions of taxes and focus on the general classification of taxes. The status of property taxes within the tax system in the Czech Republic is defined on the basis of the literature sources and lessons learned. The history of property taxes plays irreplaceable role in the theoretical part of this thesis too. The benefits of the practical part of this thesis are the findings on behalf of the individual types of property taxes across the EU Member States, evaluating the impact of tax harmonization and comparison of the share of property taxes collected by the country's gross domestic product and total tax revenues. Finally, we can not ignore recommendations directed to individual municipalities, leading to increased collection of property taxes, especially property taxes.
