SMART Administration and its impact on municipalities with extended powers

Abstract:

Tato bakalářská práce se zabývá implementací Strategie Smart Administration v České republice a jejím dopadem na obce s rozšířenou působností. Objasňuje klíčové aspekty a předpoklady chytré veřejné správy. V teoretické části je Strategie Smart Administration souhrnně představena a jsou zde popsány všechny relevantní oblasti spojené s naplňováním jejích cílů. Realizace Strategie Smart Administration probíhá prostřednictvím jednotlivých projektů, jejichž dopady v konkrétních regionech jsou zkoumány v praktické části. Z rozhovorů a dotazníkového šetření se zástupci městských úřadů ve vybraných obcích s rozšířenou působností vyplývá, jaké projekty realizovali, zda jimi realizované projekty naplnily své cíle a jak se přínosy projektů projevily v práci úřadu či zda se projevily i v rámci celého ORP. V druhé polovině praktické části je vyhodnocen soulad dosažených cílů s dosaženými cíli Strategie Smart Administration na národní úrovni.

Abstract:

This bachelor thesis deals with the implementation of the Smart Administration Strategy in the Czech Republic and its impact on municipalities with extended powers. It clarifies the key aspects and assumptions of smart public administration. In the theoretical part, the Smart Administration Strategy is introduced and all relevant areas related to the fulfillment of its goals are described in this part. The Smart Administration Strategy is implemented through individual projects whose impacts in specific regions are analysed in the practical part. Interviews and a questionnaire survey with representatives of municipal authorities in selected municipalities with extended powers show what projects have been implemented, ifimplemented projects have met their objectives and what benefitshave been seen in the work of the city council or in the municipality with extended powers in general. In the second half of the practical part, the compliance of the achieved goals with the achieved goals of the Smart Administration Strategy at the national level is evaluated.
