Diplomová práca sa zaoberá zodpovednosťou obce za neplnenie preneseného výkonu štátnej správy. Obec predstavuje samostatný územný celok. Obec však môže vykonávať aj štátnu správu na úsekoch, na ktorých ju na to splnomocňuje štát. Obec sa zároveň zodpovedá za výkon takto prenesenej štátnej správy vláde.
