Political business cycle as a type of government failure

Abstract:

Snaha ovlivňovat výsledek voleb do veřejné funkce je vlastností, která je stará jako samotné volby. V posledních desetiletích se tyto pokusy snaží analyzovat také jeden z novějších ekonomických směrů, škola veřejné volby. K této analýze využívá ekonomickou metodologii a s její pomocí se snaží popsat tuto vlastnost politiků. Tento fenomén byl školou veřejné volby popsán jako politicko ekonomický cyklus. Spolu s popisem politicko ekonomického cyklu byly postupně vytvořeny čtyři základní modely, které tuto vlastnost politiků analyzují. Základním východiskem pro analýzu politicko ekonomického cyklu je pohled na politické volby jako na jakýkoli jiný tržní systém. V tomto případě je na politické strany nahlíženo jako na firmy, přičemž politici jsou majiteli těchto firem. Tyto firmy na volebním trhu nabízejí své volební programy. Jejich cílem je maximalizace zisku, v tomto případě co největší počet získaných hlasů. Z tohoto důvodu je pro vládu důležité, aby těsně před volbami byla ekonomická situace země v co nejlepší kondici. Tuto kondici může vláda krátkodobě pomocí různých nástrojů zvýšit. Popis těchto nástrojů a jejich analýza ve volebních cyklech je cílem této práce. Naopak voliči jsou na straně poptávajících, hledají pro sebe co největší užitek. Volí tedy stranu, která se jim jeví jako nejvhodnější. Na ekonomickém trhu se prostředkem směny stávají peníze, na trhu volebním se obchoduje s hlasy voličů. Snaha o uchopení celé problematiky v podmínkách České republiky naráží na faktory, které analýzu ztěžují. Jedná se o faktory politické a ekonomické. Mezi ty politické můžeme zařadit absenci dlouhé časové řady pro spolehlivou analýzu či volební systém. Předpokládaná nezávislost u centrální banky je zase faktorem ekonomickým, který ovlivňuje popis politicko ekonomického cyklu. V rámci teoretické části i empirického testování se pokusím tyto faktory popsat a dále s nimi pracovat tak, že se je budu snažit zasadit do uceleného kontextu.

Abstract:

Trying to influence the outcome of any public office elections is a characteristic as old as the elections themselves. In recent decades, these attempts are trying to be analyzed by one of the newer economic subjects, the public choice theory. For this analysis the economical methodology is used and with its help the theory is trying to describe this characteristic of politicians. This phenomenon was described by the public choice theory as a political business cycle. Along with the description of the political business cycle, four basic models were gradually developed, analyzing the characteristics of politicians. The basic starting point for the political business cycle analysis is a view of political elections as any other market system. In this case, the political parties are seen as companies, while politicians are the company owners. These companies offer their election programs on the electoral market. Their objective is to maximize profits, in this case the greatest number of votes received. For this reason it is important for the government that just before the elections the economical situation of the country is in the best condition possible. The government can increase these conditions for a short term using various instruments. Description of these instruments and their analysis in the election cycles is the aim of this work. On the contrary the voters are on the demand side, looking for the best benefits for themselves. They vote for a party which they see most suitable. In the economic market the medium of exchange is money, in the electoral market it is the electoral votes. The effort to grasp the whole issue within the Czech Republic conditions faces certain factors, which make the analysis more difficult. It is both political and economical factors. Among the political factors we can include the absence of a long timeline for reliable analysis or the electoral system. Expected independence of the central bank is on the other hand an economic factor that affects the description of the political business cycle. In the theoretical part of my thesis and through the empirical testing I will try to describe these factors and work with them so they can be put into a comprehensive context.
