The comparison of sickness insurance system in the Czech Republic and Finland between 2008-2010

Abstract:

Bakalářská práce se zabývá analýzou nastavení nemocenského pojištění v České republice a Finsku v letech 2008–2019. Práce se snaží vyhodnotit hypotézu ve znění: „Finský systém nemocenského a zdravotního pojištěni je z hlediska příspěvků, které se soustředí na nemoc a mateřství, nákladnější než dávky nemocenského pojištění v České republice.“ Teoretická část práce vymezuje nejen sociální politiku a její jednotlivé principy a funkce, ale zahrnuje také její jednotlivé modely. Představeny jsou i odborné studie na téma zdravotní péče v České republice a Finsku. Praktická část práce nejprve analyzuje vývoj hlavních makroekonomických indikátorů, které slouží k následnému vyhodnocení hypotézy. Dále je v této části práce provedena komplexní analýza českého a finského nemocenského (zdravotního) systému. V závěru praktické části práce jsou komparovány jednotlivé dávky a nákladovost obou systémů. S ohledem na náklady na jednoho ekonomicky aktivního obyvatele, na podíl nákladů na celkových vládních výdajích a na podíl nákladů na HDP bylo možné hypotézu označit za verifikovanou. Nicméně, rozdíly mezi zeměmi nebyly tak markantní. S ohledem na podíl vyplacených výdajů vůči průměrné hrubé roční mzdě nebylo možné hypotézu verifikovat. Na základě provedené analýzy práce stanovuje hospodářsko-politická doporučení pro obě země s cílem zlepšení nastavení obou systémů.

Abstract:

This bachelor thesis concerns the setting up of the health insurances in the Czech Republic and Finland during the years 2008–2019. The thesis attempts to evaluate the hypothesis stated: "The Finnish system of the health insurance is in view of contributions which are concentrated towards illness and maternity greater than the contributions of health insurance in the Czech Republic." The theoretical part limits not only social politics and its particular principles and functions, but it also includes its individual models. Presented are even specialised studies regarding healthcare in the Czech Republic and in Finland. The practical part of the thesis analysis the development of the main macroeconomic indicators which serve the following evaluation of the hypothesis. A complex analysis of the Czech and Finnish health systems is in this part of thesis also carried out. At the conclusion of the practical part of the work are individual allowances and the cost of both systems compared. With a view of costs of one economically active citizen, on the total shares of expenses of the government and share of the expenditure on GDP, the hypothesis could be verified. Nevertheless, the differences between the two countries were not so significant. It was not possible to verify the hypothesis with noting the shares paid out against the gross wage. On the basis of the carried out analysis of the work, the economic-political recommendation for both countries with aim to improve the setting for both countries.
