Comparison of the Swiss Federal Council and the European Commission

Abstract:

Spolková rada jakožto exekutivní orgán Švýcarské konfederace, tedy výrazně kulturně a etnicky heterogenního státu, spoléhá při zajištění reprezentace a spolupráce na řadu formálních, ale i neformálních pravidel, které vycházejí z ústavy či politické tradice státu. Naproti tomu Evropská unie je mezinárodní organizací sui generis, přesto vykazuje shodné prvky s politickými systémy národních států. Evropská komise je tak vzhledem k úkolům stanoveným primárním právem připodobňována k exekutivním orgánům národních států a proto nabízí vhodný příměr k fungování Spolkové rady, a to i díky společným prvkům jako je snaha o nejširší reprezentaci politických entit či jejich personální kontinuita. Prostřednictvím institucionální a funkcionální analýzy tak budou komparovány dané orgány, a to z hlediska jejich formálního nastavení, tedy organizační struktury, funkcí, pravomocí, volebního systému, ale i z neformální či zvykové stránky fungování institucí.

Abstract:

The Federal Council as the executive body of the Swiss Confederation, well culturally and ethnically heterogeneous country relies on ensuring representation and cooperation on a number of formal but also informal rules, which are based on constitution or political traditions of the state. By contrast, the European Union is an international organization sui generis, but shows similarities with the political systems of nation states. The European Commission is due to the challenges set by primary legislation being compared to the executive authorities of nation states and thus offers an appropriate analogy for the functioning of the Federal Council, and also thanks to the common elements such as the effort to the widest representation of political identities or their personal continuity. The authorities wil be compared through institutional and functional analysis, in terms of their formal settings, i.e. organizational structures, functions, competences, electoral system, but also informal and customary aspects of the operation of institutions.
