Project of Implementation of the Internal Control System in Hrobice Municipality

Abstract:

Cílem této diplomové práce je vytvořit projekt zavedení nového zlepšeného vnitřního kontrolního systému v obci Hrobice. Za účelem splnění tohoto cíle byly po provedení literární rešerše v oblasti finančního hospodaření územních samosprávných celků, jejich finanční kontroly a vnitřního kontrolního systému vypracovány analýza hospodaření obce a analýza současného stavu vnitřního kontrolního systému, přičemž k provedení těchto analýz byly použity empirické i teoretické metody. Základem nově navrženého vnitřního kontrolního systému je vytvoření vybraných vnitřních směrnic. Z celkového zhodnocení projektu z hlediska přínosů, rizik a nákladové a časové analýzy vyplývá, že nově navržený vnitřní kontrolní systém bude pro obec přínosem.

Abstract:

The aim of this diploma thesis is to create a project of implementation of the new, better internal control system in Hrobice municipality. To reach this objective, after the literature research focused on financial management in local governments, their financial control and internal control system, there were formed analyses of the financial management of the municipality and of current state of internal control system. To perform these analyses empirical and theoretical methods were used. The basis of the newly designed internal control system is made of selected internal directives. Overall evaluation of the project in terms of the benefits, risks and costs and time analysis shows that the newly designed internal control system will be beneficial for the municipality.
