Prohibition of public support and grant programs of municipal units

Abstract:

Ve své práci jsem se zaměřil na veřejnou podporu a grantové programy. Veřejná podpora je jakákoliv forma podpory poskytovaná způsobem, který narušuje nebo může narušit hospodářskou soutěž tak, že někoho oproti ostatním zvýhodňuje. O veřejnou podporu nikdy nejde, když se jedná o likvidaci škod sociálního charakteru - například po povodních. Je dobře, že sledujeme zakázanou veřejnou podporu, protože jedině tak, můžeme mít regulérní hospodářskou soutěž. V další části práce popisuji grantové programy. Grantové programy pomáhají zvýšit životní úroveň obyvatelstva tak, aby se co nejvíce přiblížila úrovni jiných vyspělejších států EU. Granty vyhlašují obce, nebo kraje samy, protože nejlépe ví, co je nutné v jejich oblasti podpořit. V praktické části práce jsem popsal, jakou činností se zabývá ÚOHS a uvedl jsem některé příklady nedovolené veřejné podpory. V závěru práce jsem shrnul všechny uvedené poznatky.

Abstract:

In my thesis I focus on a public support and grant programs. The public support is a form of support provided in a way that disturb or could disturb an economic competition in disadvantaging any of the participants. There is no public support if we are talking about the settlement of a claim of social charakter, for example floods. It is worth monitoring the prohibited public support just like that we can have a regular economic competition. In the following part of my thesis I describe the grant programs. The grant programs help to increas living standards of the population as much as possible closer to the level of other advanced EU countries. The Grants are proclaimed by the municipalities or the regions because they know best for what is necessary to support the most in their district. In the practical part of my thesis I describe the activities of ÚOHS and mention some examples of the illegal public support. In the conclusion I summarize all mentioned findings.
