The Federal Republic of Germany and the Entry of the Czech Republic into the EU

Abstract:

Diplomová práce zkoumá vztah velkého a malého státu na příkladu Spolkové republiky Německo a České republiky, a to konkrétně na problematice vstupu ČR do Evropské unie. Analýza vychází ze shrnutí nejvýznamnějších událostí postbipolární Evropy a charakteristiky vztahu velký – malý stát spolu se specifiky česko-německých vztahů. Následně je stručně sumarizován vývoj EU a jejích vnitřních procesů s důrazem na problematiku členství a východní rozšíření. V empirické části je nejprve analyzována zahraniční politika polistopadového Československa a České republiky s důrazem na tzv. „Návrat do Evropy“. Dále se práce soustředí na německou zahraniční politiku po sjednocení v roce 1990 a její postoje k východnímu rozšíření. Poté jsou zkoumány možnosti a meze SRN jako velkého státu v rámci EU. Ty jsou analyzovány z pohledu nejvýznamnějších orgánů EU a na vybraných příkladech (Benešovy dekrety, Temelín). Následně jsou nastíněny i postoje veřejného mínění a vybraných německých osobností ke snahám ČR o vstup do EU.

Abstract:

This master thesis analyses the relations between big and small states on the example of the Federal Republic of Germany and the Czech Republic, specifically on the issue of Czech entry into the European Union. The analysis is built on the summary of the most important events of post-bipolar Europe and on the characterization of big – small state relations specifically in the case of Czech-German relations. Subsequently the development of the EU and its inner processes is summarised, with emphasis on the issue of the EU membership and the Eastern enlargement. In the empirical part, first the foreign policy of the Czechoslovakia after the Velvet revolution and the Czech Republic with the emphasis on the so-called “Return to Europe” is analysed. The thesis also concentrates on German foreign relations after its reunification in 1990 and its stand towards the Eastern enlargement. Afterwards, possibilities and limits of Germany as a big state in the EU are analysed; this is considered from the point of view of the most important bodies of the EU and on selected examples (Beneš decrees, Temelín). Furthermore, the thesis also outlines the stand of public opinion and selected German politician s towards the Czech pursuit of the EU membership.
