The support of the cross-border cooperation between the Czech Republic, Austria and Germany - an introduction to the Project and an evaluation of the usage of current funding opportunities

Abstract:

The submitted bachelor thesis is called The support of the cross-border cooperation between the Czech Republic, Austria and Germany: an introduction to the project and evaluation of the usage of current funding opportunities. The thesis consists of a theoretical and a practical part. The theoretical part is divided into three chapters. Basic terms related to the topic are defined and described in the first chapter, those are for example: a border, a border region, an Euroregion. The second chapter deals with the term cross-border cooperation and is completed by the participants of this cooperation. The third chapter is focused on the concept of a project, the division of projects and a project cycle is defined here. Another important part of the theoretical part is a presentation of selected institutions which provide financial support to the cross-border cooperation, such as European Union, the Fund for small projects or Association of three countries. The theoretical part creates the basis for the practical part. Its target is to introduce the cross-border cooperation that runs on the basis of selected projects. Two South Bohemian institutions that cooperate with the German and Austrian partners have been chosen for the analysis. The author contacted the representatives via an interview. Author's questions were answered by the executive director of Energy Centre Budweis MA Ivana Hlinková (Czech-Austrian and Czech-German-Austrian projects) and the teacher MA Jitka Pereková from Jan-Valerian-Jirsik-Grammar-School (a Czech-German project). The interview from the South Bohemian grammar school is completed with experience of students of the grammar school who participated in the Czech-German project in 2016. Within the interview the single projects, the preparation phase and the current stage of the projects were introduced. The topic of a membership in an Euroregion, the cooperation before and after the EU-entry and financial support for the realized projects have been analyzed. Last, but not least the author tried to find out how the cooperation mentioned above would work in the future and what the expectations of projects' representatives in both institutions are.

Abstract:

Předkládaná bakalářská práce má název Podpora přeshraniční spolupráce v trojmezí Česká republika, Rakousko a Německo: představení a zhodnocení využívání současných možností podpory této spolupráce. Práce se skládá z části teoretické a praktické. Teoretická část je rozdělena do tří kapitol. V první kapitole jsou definovány a popsány pojmy vztahující se k tématu práce, např. hranice, hraniční oblast, euroregion. Druhá kapitola se zabývá samotným pojmem přeshraniční spolupráce a je doplněna aktéry této kooperace. Následující kapitola se věnuje pojmu projekt; zde je vymezeno dělení projektů i projektový cyklus. Důležitou součástí teoretických poznatků je uvedení vybraných institucí, které poskytují finanční podporu v rámci přeshraniční spolupráce, jedná se např. o Evropskou unii, Fond malých projektů či Společnost tří zemí. Teoretická část se stala podkladem k vypracování druhé, praktické části. Cílem této části bylo představit přeshraniční spolupráci probíhající v rámci vybraných projektů. Pro rozbor byly vybrány dvě jihočeské instituce, které spolupracují s německými i rakouskými partnery. Autorka oslovila zástupkyně těchto institucí pomocí interview. Na jeho otázky odpověděla jednatelka společnosti Energy Center České Budějovice Mgr. Ivana Hlinková (česko-rakouský a česko-německo-rakouský projekt) a dlouholetá vyučující Gymnázia Jana Valeriána Jirsíka Mgr. Jitka Pereková (česko-německý projekt). Rozhovor z českobudějovického gymnázia je doplněn zkušenostmi a zážitky gymnazistů, kteří se daného projektu v r. 2016 zúčastnili. V rámci těchto interview byly představeny jednotlivé projekty, přípravná fáze a průběh projektů. Bylo analyzováno téma členství v euroregionu, spolupráce před vstupem do EU a po něm a finanční podpora získaná na realizované projekty. V neposlední řadě se autorka pokusila zjistit, jak se bude již výše zmíněná spolupráce vyvíjet a jak ji vidí zástupkyně osloveného energetického centra a vybrané vzdělávací instituce.
