The Application of Democratic Principles in Islamic Countries

Abstract:

Diplomová práce pojednává o možnosti uplatnění demokracie v podmínkách zemí, ve kterých hraje islám stěžení roli. Hlavním úkolem práce je zjištění, zdali je islám překážkou pro vznik demokratického systému v zemi. V první části práce jsou vyloženy základní pojmy, které jsou pro naši práci výchozí. Těmi jsou demokracie v pojetí Roberta Dahla a islám a jeho základní principy. V návaznosti těchto dvou základních pojmů je v rámci naší práce pojednáváno o vztahu demokracie a islámu a jejich slučitelných či neslučitelných rysů. V druhé části práce se zaměříme na konkrétní státy a jejich historický vývoj a vztah k demokracii. První zemí je Turecko, které prošlo úspěšným procesem sekularizace vedoucí k demokratizaci. Druhou zemí je Írán, ve kterém proběhl neúspěšný pokus o sekularizaci a země je momentálně islámskou republikou. Průběh a výsledek sekularizace v Turecku a Íránu zhodnotíme prostřednictvím komparace zemí. V diplomové práci je také věnována pozornost současnému vývoji v zemích a jejich postoji k demokracii. Na současné podmínky v Turecku jsou také aplikovány politické instituce vymezené Robertem Dahlem, které jsou stěžení pro moderní demokracii. V závěru práce je shrnuta možnost uskutečnění demokracie v islámských zemích a také zde jsou určeny okolnosti, které by demokratizaci země musely předcházet.

Abstract:

This diploma thesis deals with the chances of introducing democracy in the countries which Islam plays a major role in. The main objective of the DT is an analysis of whether Islam constitutes an obstacle to bringing in a democratic system in an Islamic country. The first part presents the fundamental concepts that the DT is based on. These are democracy in Robert Dahl's understanding and Islam and its basic principles. In relation to the two main notions, the thesis addresses the relation between democracy and Islam and explores both their compatible and incompatible features. The second part focuses on particular states, their history and approach to democracy. Turkey, on the one hand, has undergone a successful process of secularization leading to democratization. On the other hand, Iran has failed to secularize its political system and it is an Islamic Republic at the moment. Through comparing these two countries, the thesis looks into both secularization processes. There is also an analysis of the current situation and development in either country with special attention paid to their attitudes to democracy. Robert Dahl's proposed political institutions that are vital for a modern democracy are based on the current situation in Turkey, too. The conclusion of the DT then summarizes the chances of implementing democracy in Islamic countries as well as sets the prerequisites for the countries' democratization.
