Public finance deficit in the Czech Republic

Abstract:

Předmětem diplomové práce „Deficit veřejných financí v České republice" je deficit pojatý z hlediska teorie, tak i jeho skutečného vývoje v České republice s ohledem na místo a dobu jeho vzniku. Cílem této práce je analýza vývoje a struktury deficitu veřejných financí České republiky a zhodnocení budoucího vývoje deficitu. První část práce je zaměřena na teoretický popis fiskální nerovnováhy a vztah mezi deficitem a veřejným dluhem. V druhé části je charakterizována soustava veřejných financí, popsány jednotlivé složky rozpočtové soustavy s důrazem na vývoj jejich hospodaření. Dále je analyzován vývoj deficitu a fiskální kritéria užívaná v rámci Evropské unie. V poslední části je popsán možný budoucí vývoj deficitu s ohledem na reformu veřejných financí.

Abstract:

The subject-matter of the submitted thesis “Public Finance Deficit in the Czech Republic” is the deficit taken from the point of view of both theory and real development in the Czech Republic with respect to the place and time of its occurrence. The goal of this thesis is analyzing the development and structure of the public finance deficit in the Czech Republic and assessing its development in the future. The first part of the paper deals with the theoretical description of the fiscal imbalance and the relation between the deficit and the public debt. The second part characterizes the public finance system, describes the separate parts of the budget system with the emphasis on the development of their economy. Furthermore, the thesis analyzes the development of the Czech deficit and the fiscal criteria utilized within the European Union. The last part describes the possible future development of the deficit with respect to the public finance reform.
