The impact of Brexit on UK participation in EU CSDP civilian missions and military operations

Abstract:

Bakalářská práce se zabývá možnostmi participace Velké Británie v civilních misích a vojenských operacích v rámci Společné bezpečnostní a obranné politiky Evropské unie (SBOP EU) po jejím vystoupení ze struktur EU. Navzdory poměrně omezenému příspěvku v podobě personálu hrála Velká Británie během svého členství v EU důležitou roli v rámci vývoje a plánování mnoha misí a operací. Některé z nich se dokonce staly nástrojem pro prosazování britských zájmů a nedílnou součástí britské zahraniční politiky. Po odchodu Velké Británie z EU nebyla podoba britské participace v této oblasti zatím ujednána. Míra zapojení, kterou britská vláda doposud požadovala, v určitých aspektech přesahovala existující rámec pro účast třetích zemí v této oblasti. Cílem této práce je na základě metody analýzy scénářů představit a analyzovat možnosti pro budoucí zapojení Velké Británie do misí/operací SBOP jako partnerské země EU. Scénáře sledují britskou participaci v rámci pěti hlavních, předem vymezených dimenzí, jimiž jsou: vliv na rozhodovací proces, vliv na strategické plánování, přístup k informacím, pravomoci na operační úrovni, finanční příspěvky. Jednotlivé scénáře jsou rovněž hodnoceny prostřednictvím SWOT analýzy.

Abstract:

The bachelor thesis deals with the possibilities of the participation of the United Kingdom in civilian missions and military operations within the Common Security and Defence Policy of the European Union (CSDP EU) after its withdrawal from EU structures. Despite its relatively limited staffing contribution, the United Kingdom has played an essential role in the development and planning of many missions and operations during its membership of the EU. Some of them have even become a tool for promoting British interests and an integral part of British foreign policy. Following the departure of the United Kingdom from the EU, how British participation will occur has not yet been agreed. The level of involvement required by the British Government so far has, in some respects, gone beyond the existing framework for third country participation in this area. The aim of this work is based on the method of scenario analysis to present and analyze the possibilities for the future involvement of Great Britain in CSDP missions/operations as an EU partner country. The scenarios follow British participation in five main, pre-defined dimensions, which are: influence on the decision-making process, influence on strategic planning, access to information, powers at an operational level, financial contributions. Individual scenarios are also evaluated through SWOT analysis.
