Sport and the Politics of Sanctions: A Case Study of the Russian Federation Ahead of the Offensive on the Territory of Ukraine in 2022

Abstract:

Tato bakalářská práce se zabývá vývojem sportovních sankcí uvalených na Ruskou federaci (RF) a její reakcí spolu s reakcí jejích sportovních organizací před ofenzivou na území Ukrajiny v roce 2022. V rámci kvalitativní jednopřípadové studie, práce aplikuje metodu analytickou a metodu monitorování procesů a snaží se zjistit, zda je možné z reakce (RF) identifikovat vnímání těchto sankcí jako politizované. Práce nejprve zohledňuje sport a jeho vztah k politice, společně s pohledem na sankce a detailněji na sportovní sankce. Samotná případová studie analyzuje sankce a jejich vývoj. Jedná se o sankce uvalené ze strany Mezinárodního olympijského výboru (MOV), Světové antidopingové agentury (WADA) a Světové atletiky (WA). V rámci reakcí se zabývá ruskými organizacemi, na které byly sankce přímo uvaleny. Rovněž jsou zohledněna prohlášení ruského ministerstva sportu a ruského prezidenta, vzhledem k jejich vedoucí roli v ruské sféře sportu a Rusku obecně. Zjištění naznačují, že Rusko vnímá sankce jako politické a vzhledem k dalším podobným případům by se dalo předpokládat, že uvedené sankce byly politizovány. Další vývoj těchto sportovních sankcí však z důvodu ruské ofenzivy na území Ukrajinu v 24.022022 nelze efektivně určit. Tímto datem se povaha sankcí změnila na politickou i z formálního hlediska.

Abstract:

This bachelor thesis explores the development of sport sanctions imposed on the Russian Federation and its reaction together with the reaction of its sports organizations, ahead of the offensive on the territory of Ukraine in 2022. Using a qualitative one case study approach, the thesis applies the analytical method and process monitoring method and tries to identify whether the Russian perception of these sanctions is political. Firstly the thesis take sport and its relation to politics into account with a view on sanctions and sport sanctions in general. The case study itself analyzes sanctions and their development, imposed by the International Olympic Committee (IOC), the World Anti-Doping Agency (WADA) and World Athletics (WA). In the framwork of reactions it studies Russian organizations that have been directly aimed with said sanctions. Statements of the Russian Ministry for Sports and of the Russian president are alsou accounted for, due to their leading role in Russian sports and Russia generally. The findings suggest that Russia does perceive the sanctions as political and due to other similar cases, it could be assumed that said sanctions were politicized. However, further development of these sport sanctions cannot be effectively determined due to the Russian invasion of Ukraine in 2022, which led to the sanctions becoming political even from a formal point of view.
