Clientelism and Democratization in Developing Countries

Abstract:

Autorovým cílem je vyvinout systematické úsilí k uchopení problematiky klientelismu jako formy sociální a politické mobilizace. Cílem této práce je zodpovědět na otázky týkající se pochybení mnoha politik a reforem v liberalizujících se a demokratizujících se zemí. Autor se snaží operacionalizovat pojem ‘klientelismu‘ a následně usiluje o zhodnocení současného metodologického aparátu, který by zkoumání dané problematiky vyhovoval nejlépe. Jako analytický koncept, klientelismus přináší do hry jednotky analýzy, politické aktéry a vztahy, které doposud unikaly pozornosti analytiků. Jako rozvojový koncept, klientelismus nabízí nové perspektivy, jak se dívat na proces 'nation-buildingu' v rozvojových zemích. Autor poukazuje na mix formálních a neformálních souborů pravidel, které by měly být cílem dalšího zkoumání. Protože je klientelismus považován často za negativní element v 'nation-buildingu', autor se snaží o komplexnější pohled na věc. Autor se detailně dívá na Azerbajdžán, kde identifikuje soubor indikátorů vedoucím k fyzické a materiální nejistotě. Výstupem je utvrzení v předpokladu, že hrají roli i další faktory, jako například monopol státu nad surovinovými zdroji a ropným průmyslem. Autor dochází ke zjištění, že klientelismus zde může zajišťovat stabilitu autoritativnímu režimu, který svoji podporu získává skrze složitý systém klientelistických vazeb. Otázkou tedy zůstává, jestli je klientelismus příčinou odchýlení země na cestě k demokracii, či naopak důsledkem.

Abstract:

In this paper, author makes a systematic effort to asses and evaluate clientelism as a form of social and political mobilization. The aim of this work is to answer questions concerning failure of many policies in liberalizing and democratizing countries. With an attempt to operationalse the term, author was investigating methodological approaches to measure clientelism. As an analytical concept, clientelism brings into focus units of analysis, political actors, and relationships which have thus far received scant attention from political scientists. As a developmental construct it suggests new perspectives from which to look at processes of nation-building in developing countries. Author points to a mix of “formal and informal” sets of rules need to be studied. Because clientelism is globally treated as a negative element in nation-building author wants to show more complex view on the matter. Clientelism can offer a substitute for institutionalised redistribution of state resources in countries, where these formal institutions are lacking capacity or are missing. In a case of Azerbaijan, author has been summing up the knowledge about clientelism determined by socio-economic factors (poverty, high insecurity due to huge inequality of incomes) as well as political factors (monopoly over state resources and high political support of the elites) that might influence forming of the present clientelist networks. Author finds out, that clientelism might be here a consolidated network of relationships that is being enhanced and revitalised by the extra funds that are available from Azerbaijani oil revenues, all managed in a pyramidal scheme of clientelist ties.
