Framing in the Interactions of Discourse Participants: Framing Analysis of the Czech Republic to the EU

Abstract:

Tato práce se zabývá vstupem České republiky (ČR) do Evropské unie (EU) z hlediska různých významů, které byly politickými stranami a dalšími aktéry z řad občanské společnosti přisuzovány tomuto kroku, jež byl považován za jeden z nejdůležitějších v novodobé historii ČR. Zároveň s tím se zabývá i tím, co z těchto významů vyplývá pro vztah ČR a EU. Odpovídá tedy na otázku, jakým způsobem rámovali vybraní aktéři vstup ČR do EU. Výchozím konceptem, který je zvolen na základě diskuse ontologických a epistemologických předpokladů dvou pojetí rámování, je koncept spjatý s výzkumem konfliktních situací při tvorbě politiky (policy). Tento koncept založený na konstruktivisticko (ontologie) interpretativistických (epistemologie) předpokladech poskytuje východisko a pojmový aparát pro uchopení zkoumaného fenoménu. Analýza rámování ukazuje různé významy, které byly vstupu ČR do EU přikládány, přičemž se zaměřuje na vrcholnou fázi různých debat a diskusí před konáním referenda o vstupu ČR do EU. V této fázi jsou sledovány interakce vybraných aktérů a to, jak tito aktéři vstup ČR do EU rámovali včetně toho, jakým způsobem tak činili. Konkrétní významy, které jsou z(re)konstruovány nám umožňují pochopit, co vstup do EU představoval a jaké důsledky tyto významy mohou mít v současném diskursu o EU včetně našeho postoje k EU.

Abstract:

This thesis deals with the accession of the Czech Republic to the European Union (EU) concerning various meanings constructed by political parties and other players located in civil society. While the accession of the Czech Republic to the EU has been regarded as one of the most important events in the modern Czech history, it also deals with possible outcomes that these meanings can have for the relation of the Czech Republic and the EU. In particular it shows how selected players were framing the accession of the Czech Republic to the EU. The underlying concept comes from the field of policy analysis and was selected based on the discussion of ontological and epistemological presuppositions of two concepts dealing with framing. Applied concept is located in the constructivist (ontology) – interpretivist (epistemology) presuppositions which provides basis as well as conceptual tool for analysing the framing. The analysis provides us with various meanings that were constructed for the accession of the Czech Republic to the European Union. In particular it focuses on the peak time of many discussions and debates before the referendum, follows the interactions of selected players and analyses various meanings that these players were constructing in relation to the accession. (Re)constructed specific meanings of the accession of the Czech Republic to the EU provides us with the understanding what the accession meant and with the possible consequences for our current relations to the EU located in discourse as well as in action.
