The Politics of Electoral Reform in Slovakia

Abstract:

Předkládaná diplomová práce je věnována zhodnocení a analýze volebních reforem na Slovensku, přičemž přednostní pozornost je věnována problematice personalizace hlasování v období let 1993 až 2023. Zkoumané období voleb do Národní rady Slovenské republiky zahrnuje výsledky voleb v letech 1994, 1998, 2002, 2006, 2010, 2012, 2016, 2020 a 2023. Realizovaný výzkum se zaměřil na změny volebních systémů a jejich dopady na volební zisky relevantních politických stran a vliv voličů na složení Národní rady Slovenské republiky prostřednictvím preferenčního hlasování. Pozornost byla věnována analýze kandidátních listin jednotlivých politických uskupení a sledování posunu politiků, kteří se z posledních míst dostávali na přední pozice kandidátky. Pro potřeby výzkumu byly stanoveny tři výzkumné otázky. Na základě provedeného výzkumu došla diplomová práce k následujícím zjištěním. První výzkumná otázka se zabývala dopady volebních reforem od roku 1998 na preferenční hlasování. Prokázalo se, že dopad na preferenční hlasování při nastavení 10% hranice byl značný. Výsledkem bylo, že ve volbách v roce 1998 nepostoupil žádný kandidát. Ve volbách v roce 2002 postoupil pouze jeden kandidát. Až po snížení hranice v roce 2006 z 10 % na 3 % získávali kandidáti mandát díky preferenčnímu hlasování. Ve druhé výzkumné otázce se potvrdilo, že největší změny volební reformy proběhly v roce 1998. Cílem poslední výzkumné otázky byla analýza kandidátních listin a počet kandidátů, kteří se posunuli do čela kandidátní listiny. Nevýraznější posuny na kandidátní listině zaznamenal ve volbách 2010, 1012, 2016, 2020 a 2023 politik Igor Matovič.

Abstract:

The thesis presented is dedicated to the evaluation and analysis of electoral reforms in Slovakia, focusing primarily on the issue of vote personalization during the period from 1993 to 2023. The examined period of elections to the National Council of the Slovak Republic includes the election results from the years 1994, 1998, 2002, 2006, 2010, 2012, 2016, 2020, and 2023. The conducted research focused on changes in electoral systems and their impacts on the electoral gains of relevant political parties, as well as the influence of voters on the composition of the National Council of the Slovak Republic through preferential voting. Attention was given to analyzing the candidate lists of various political groups and tracking the advancement of politicians who moved from the bottom to the top positions on the candidate lists. Three research questions were established for the study. Based on the research conducted, the thesis arrived at the following findings. The first research question dealt with the impacts of electoral reforms since 1998 on preferential voting. It was found that the impact on preferential voting with a 10% threshold was significant. As a result, no candidate advanced in the 1998 election. In the 2002 election, only one candidate advanced. After the threshold was reduced to 3% in 2006, candidates began gaining mandates through preferential voting. The second research question confirmed that the most significant changes in electoral reform occurred in 1998. The goal of the last research question was to analyze the candidate lists and the number of candidates who moved to the top of the candidate list. The most noticeable advancements on the candidate list were observed in the elections of 2010, 2012, 2016, 2020, and 2023 by politician Igor Matovič.
