Use of European Structural and Investment Funds in the Ústí Region in the Operational Programme Employment

Abstract:

Bakalářská práce se zabývá využitím evropských strukturálních a investičních fondů v Operačním programu Zaměstnanost v Ústeckém kraji. Práce má za cíl zjistit, zda došlo v Ústeckém kraji k plnému využití finančních prostředků z tohoto Operačního programu v programovém období 2014 - 2020 s využitím dat z monitorovacího systému MS2014+. V praktické části jsou analyzovány specifické cíle a sledovány žádosti z různých perspektiv. Z každého specifického cíle Operačního programu Zaměstnanost je poté vybráno deset subjektů dle výše způsobilých údajů a bylo zjišťováno, zda se jedná o žádosti, které byly schválené, realizované, anebo se jedná o žádosti, které nebyly úspěšné a z jakého důvodu. V závěru práce bylo zjištěno, že region Ústeckého kraje plně nevyužívá finanční prostředky poskytnuté Evropským sociálním fondem prostřednictvím Operačního programu Zaměstnanost. Analýza odhalila, že dochází k čerpání finančních prostředků pouze z nadpoloviční většiny s ohledem na počet žádostí, které byly podány.

Abstract:

The bachelor's thesis deals with the use of European structural and investment funds in the Employment Operational Program in the Ústí Region. The aim of the thesis is to analyze whether the Ústí Region has fully utilized the funds from this Operational Program in the 2014 -2020 program period with the help of data from the MS2014+ monitoring system. In the practical part, specific goals are defined and all requests are monitored from different perspectives. From each specific objective of the Operational Program Employment, ten subjects are selected according to the amount of eligible expenses and it is determined whether these are applications that are approved, implemented or applications that were not successful and for what reason. At the end of the work, it was found that the region of the Ústí Region does not fully use the funds provided by the European Social Fund through the Employment Operational Program. The analysis that was carried out as part of the work revealed that funds are drawn only from the overwhelming majority, taking into account the number of applications that were submitted.
