Theory of Inequality and the Czech Tax System

Abstract:

Diplomová práca sa zaoberá problematikou príjmovej a kapitálovej nerovnosti v Českej republike a vybraných krajinách, vzhľadom na vývoj štruktúry daňových príjmov a výdajov štátu na sociálne zabezpečenie. Teoretická časť prezentuje poznatky z histórie a o vývoji zdanenia, daňových systémov, sociálnych systémov a príjmovej a kapitálovej nerovnosti na svetovej úrovni. V teoretickej časti je prezentovaný vývoj v Českej republike a vybraných krajinách, následne identifikované faktory, ktoré tento vývoj ovplyvňujú a navrhnuté opatrenia vhodné pre český daňový systém. Miera nerovnosti v Českej republike nie je na až tak vysokej úrovni, napriek tomu je potrebné ju mať pod kontrolou a prijímať opatrenia, ktoré by viedli k jej znižovaniu. Takýmito opatreniami môže byť postupné zavedenie progresivity priamych príjmových daní, znovuzavedenie priamych majetkových daní a postupná zmena orientácie českého daňového systému z platieb sociálneho poistenia či nepriamych daní.

Abstract:

This diploma thesis deals with the issue of income inequality and capital inequality in the Czech Republic and selected countries, with regard to the development of the structure of tax revenues and state expenditures on social security. The theoretical part presents information about the history and development of taxation, tax systems, social systems, income inequality and capital inequality at the global level. The theoretical part presents this development in the Czech Republic and selected countries, then identifies the factors which affect this development and proposes measures suitable for the Czech tax system. The level of inequality in the Czech Republic is not at a high level in general, nevertheless, it is necessary to control it and take measures that would lead to its reduction. Such measures may include the slow gradual introduction of the progressivity of direct income taxes, the reintroduction of direct property taxes and the gradual change in the orientation of the Czech tax system from social security payments or indirect taxes to these proposed earlier.
