Academic Jobs in Shifting Coordinates. An Ethnographic Study

Abstract:

Vysoké školy procházejí v posledních desetiletích zásadními proměnami. Vlivem ideálů znalostní ekonomiky a společnosti přibývají požadavky na funkce, které mají plnit, současně se stupňuje požadavek na efektivitu jejich činností. Vývoj v České republice je charakteristický opožděnou, avšak obzvláště rychlou, masifikací vysokoškolského studia. Stoupající počty studujících i narůstající očekávání vůči vzdělávání zvyšují společenský význam akademické profese a dopady akademické práce. Cílem této práce je na základě etnografického výzkumu pěti kateder popsat, jak akademici „žijí“ a vyjednávají vybrané imperativy a institucionální trendy v současném českém školství. Mimo masifikaci se soustřeďuji na změny v hodnocení vědeckých výstupů, imperativ mezinárodní mobility i přenosu vědění mezi akademickou a aplikační sférou a flexibilizaci práce. Na pozadí teorie masifikace Martina Trowa a perspektiv akcentujících rozšíření praktik auditu ve výzkumu a vzdělávání analyzuji, jak se skrze proměny v aktivitách akademiků mění klíčové činnosti vysokých škol – výuka, výzkum a přenos znalostí. Práce ukazuje, že naplňování opatření „shora“, která nejsou dostatečně citlivá vůči diferencím uvnitř vysokoškolského systému a nezískaly si potřebnou legitimitu, s sebou nesou řadu nezamýšlených důsledků. Například na sledovaných profesních školách tak tlak na vykazování výzkumných výsledků (oceňovaných současnou metodikou hodnocení) odklání čas akademiků k výstupům, které vnímají jako disciplinárně nepřiměřené i vzdálené politickému požadavku na relevanci výuky. Zároveň tyto činnosti přispívají k jejich individuálnímu přetížení i omezování přenosu vědění (plnění „třetí role“). Přestože humboldtovské ideály strukturující vysoké školství spatřují v sepětí výzkumu a výuky záruku kvality, akademicky definovaný bodovaný výzkum byl v rozporu požadavky masifikované výuky i na akademicky orientované regionální katedře. Zde výrazná orientace vyučujících na výzkum a jeho uplatňování ve výuce narážela představy studentské populace, již značně rozrůzněné z hlediska studijních motivací. Z perspektivy Trowovy teorie lze zdroj tohoto napětí spatřovat v nesouladném tempu masifikačního vývoje v jednotlivých dimenzích vysokoškolského systému, jež je udržováno akreditačními standardy: formální jednotou typů škol a jejich vzdělávacích cílů.

Abstract:

During the last decades universities have been going through a period of dramatic changes. There has been an increase in requirements for functions to be fulfilled as a result of knowledge economy and society ideals. At the same time, demands for effectivity rises. The development of higher education in the Czech Republic is characterized by late yet notably fast massification. Increasing numbers of students, as well as the rising expectations towards higher education, enhance the social significance of academic profession and its impact. Based on ethnographic research of five university departments, the thesis seeks to describe ways researchers “live” and negotiate selected imperatives and institutional trends in the contemporary Czech higher education system (massification, accountability policies, imperative for international mobility and knowledge transfer between academic and applied sphere, flexibilisation of work) and their mutual tensions. Drawing on Martin Trow’s massification theory and on perspectives accentuating the extension of audit practices in research and education, I analyze the ways university key activities – education, research and knowledge transfer – are being transformed by changes in academics’ activities. The thesis shows that implementations of policies that are insensitive to the differing values held within the academic field are accompanied by many possible unintended consequences. In case of academics from professionally-oriented departments activities were turned primarily into professional community. These activities did not match the types of outputs that are being counted by the contemporary methodology of evaluation of research (whose impact in institutional financing has strengthened during the research). Academics’ adaptation strategies to the pressure linked to this accountability scheme were often subversive. Their effort was to preserve those activities they considered as more appropriate from their disciplinary point of view (which resulted in their work overload). Possible consequence of an intensifying pressure on accountability is a drop of such knowledge transfer activities despite their benefits for the wider society. The situation of academics from professionally-oriented departments also points to existence of a tension between research and teaching. Despite the humboldtian ideals that value their mutual benefits, the research outputs bringing the points according to the methodology of evaluation were seen as rather distant from the needs of massified higher education. Nevertheless, this rupture was no less significant even at academically-oriented regional department where scientifically-led teaching activities did not match the expectations of a diversified student population in terms of their study motivations. From Trow’s perspective the source of this tension can be seen in disharmonic pace of the massification in particular dimensions of the higher education system that is partially maintained by the unifying accreditations standards.
