Old age pension

Abstract:

Tato diplomová práce rozebírá podrobně problematiku důchodového systému a důchodového pojištění v České republice. Cílem této práce je seznámit čtenáře s aktuální situací kolem důchodového pojištění a co možná nejvíce mu vysvětlit a přiblížit důležitost tohoto tématu. Důležitost starobního důchodu pokládám za stěžejní zejména proto, že aktuální důchodový systém není nastaven a připraven na tak závratné změny v demografickém vývoji obyvatelstva (stále klesající porodnost, velký objem lidí v důchodu, kteří se dožívají vysokého důchodového věku), a proto je do budoucna neudržitelný. Práce je členěna do sedmi kapitol. V první kapitole jsem definovala základní pojmy a vymezila teoretický základ pro celou oblast důchodového pojištění a starobního důchodu. Dále jsem se zaměřila na sytém sociálního zabezpečení a konkrétně pak i na důchodový systém České republiky. Jádrem celé diplomové práce je kapitola čtvrtá, ve které se zabývám právní úpravou důchodového systému a následně také jednotlivými podmínkami pro vznik nároku na starobní důchod (doba pojištění, důchodový věk), výší a podrobným výpočtem starobního důchodu. Na čtvrtou kapitolu navazuje kapitola pátá, ve které se věnuji samotnému řízení ve věcech důchodového pojištění, a to od samotného zahájení řízení, dokazování, až po rozhodnutí a výplatu dávky starobního důchodu. V kapitole šesté se pozastavuji obecně u doplňkových důchodových systémů a jednotlivých pilířů důchodového pojištění. Poslední kapitola nastiňuje pohled občanů na důchodový systém a starobní důchod.

Abstract:

This diploma thesis analyzes in detail the issue of the pension system and pension insurance in Czech Republic. The aim of this work is to acquaint the reader with the current situation surrounding pension insurance and to explain him as much as possible the importance of this topic. I consider the importance of the old-age pension to be crucial, especially because the current pension system is not set up and prepared for such dizzying changes in the demographic development of the population (steadily decreasing birth rate, a large volume of retired people, living to a high retirement age), and therefore it is unsustainable in the future. This work is divided into seven chapters. In the first chapter, I defined the basic concepts and defined the theoretical basis for the entire area of pension insurance and retirement pension. I also focused on the social security system and specifically on the pension system of the Czech Republic. The core of the entire thesis is chapter four, in which I deal with the legal regulation of the pension system and subsequently also the individual conditions for the emergence of the right to a retirement pension (insured period, retirement age), amount and detailed calculation of the retirement pension. The fourth chapter is followed by the fifth chapter, in which I deal with the actual proceedings in matters of pension insurance, from the initiation of the proceedings, evidence to the decision and payment of the old-age pension benefit. In the sixth chapter, I focus in general on supplementary pension systems and individual pillars of pension insurance. The last chapter outlines the citizen's view of the pension system and old-age pension.
