Abstract:

Bakalářská práce ?Nástroje politiky zaměstnanosti v regionu Most? se zabývá podporou rozvoje lidských zdrojů formou nástrojů politiky zaměstnanosti, a to především z oblasti aktivní politiky zaměstnanosti. Mapuje, analyzuje a hodnotí aktivity Úřadu práce v Mostě, jejichž cílem je snižování nezaměstnanosti v regionu Most. Obsahem práce je rovněž popis situace v oblasti zaměstnanosti uvedeného regionu se zaměřením na vliv hrozícího zákazu prolomení těžebních limitů na navýšení nezaměstnanosti. Bakalářská práce popisuje postavení tohoto regionu vůči ostatním oblastem s ohledem na míru nezaměstnanosti a dále vymezení pojmů trh práce, problém nezaměstnanosti a poukazuje na negativní vlivy nezaměstnanosti na člověka. Jednou z částí práce je hodnocení efektivity aktivní politiky zaměstnanosti. Efektivita aktivní politiky je zkoumána prostřednictvím porovnání výdajů na pasivního nezaměstnaného evidovaného na úřadu práce a výdajů na osobu, na níž je praktikována aktivní politika zaměstnanosti. Rovněž práce mapuje spolupráci Úřadu práce s ostatními veřejnými institucemi, nestátními neziskovými organizacemi a s významnými zaměstnavateli. Bakalářská práce nastiňuje i vliv celosvětové hospodářské krize na vývoj míry nezaměstnanosti v regionu.

Abstract:

The Bachelor Thesis "Tools of policy in jobs in the region Most" deals with the promotion of the development of the human resources through instruments of employment policy, especially in the field of active employment policy. In this work, I map, analyze and evaluate activities of the Labor Office in Most, which aims to reduce unemployment in the region Most. The paper also describes the employment situation in the aforementioned region focusing on the impact of the threatened ban on breaking the mining limits to increasing unemployment. The Bachelor Thesis compares the status of the region to other areas with regard to unemployment. It also defines the concepts of Labor Market, Unemployment Problem and points out the negative effects of unemployment on humans. One part of this work is to evaluate the effectiveness of active employment policy. Effectiveness of active policies is investigated through comparison of spending on passive unemployed registered at the employment office and the expenditure per capita practiced as an active employment policy. I touch on evaluation of the effectiveness of the employment policy and in particular whether this effectiveness can be measured. The work also charts the collaboration of the Employment Office with other public institutions and Non-governmental Non-profit Organizations, and particularly with major employers. Bachelor Thesis also outlines the impact of the global economic crisis on the evolution of unemployment in the region.
