Rigorózní práce se zabývá nezkráceným řízením o přestupcích před správním orgánem prvního stupně. Charakterizuje a zkoumá jednotlivé etapy a instituty přestupkového řízení. Na jejich pozadí vymezuje postavení obviněného, které analyzuje především s pomocí soudní judikatury. Pozornost věnuje také hmotněprávnímu základu správního trestání a definici přestupku. The Rigorous thesis is focused on the unabridged misdemeanour proceedings before the administrative body of first instance. The thesis describes and analyses particular stages and institutes of the misdemeanour proceedings.
