Crisis communication and negotiation at the prison service of the Czech Republic

Abstract:

Cílem této diplomové práce je chronologické popsání řešení vybrané mimořádné události, která je nasimulována do modelového cvičení a vytvoření metodické pomůcky pro prvotní krizovou komunikaci mezi zaměstnancem Vězeňské služby ČR a vězněnou osobou. Teoretická část diplomové práce se věnuje platným právním předpisům, vysvětlení pojmů, které jsou důležité pro vytvoření si uceleného náhledu na zmiňovanou problematiku. V praktické části se jedná především o detailní popis modelové situace, jak se chronologicky řeší mimořádná událost ve věznici. Dále vytvoření metodické podpory pro prvotní fázi krizové komunikace, využití vytvořené metodické pomůcky a zanalyzování jejího přínosu. První simulovaná modelová událost se odehrála v úterý dne 18. 10. 2023, mezi 10. a 13. hodinou v součinnosti Vězeňské služby ČR a Policií České republiky a Zásahovou jednotkou Krajského ředitelství policie Karlovarského kraje. Metodická pomůcka pro prvotní krizovou komunikaci vznikla z teoretické části, ve které jsou napsány odborné poznatky z krizové komunikace a vyjednávání. Nedílnou součástí této části diplomové práce jsou odpovědi na hypotetickou otázku. V závěru jsou potom shrnuty výsledky pozorování a dány do úzké souvislosti s tématem této diplomové práce.

Abstract:

The goal of this diploma thesis is a chronological description of the solution to a selected emergency event, which is simulated in a model exercise and the creation of a methodological tool for initial crisis communication between an employee of the Security Service of the Czech Republic and a prisoner. The theoretical part of the thesis is devoted to valid legal regulations, explanations of terms that are important for creating a comprehensive overview of the mentioned issue. In the practical part, it is primarily a detailed description of a model situation, how an extraordinary event in a prison is dealt with chronologically. Furthermore, the creation of methodological support for the initial phase of crisis communication, the use of the created methodological aid and the analysis of its contribution. The first simulated model event took place on 18.10.2023, between 10 a.m. and 1 p.m. in cooperation with the Prison Service of the Czech Republic and the Police of the Czech Republic and the Intervention Unit of the Regional Directorate of the Police of the Karlovy Vary Region. The methodological aid for initial crisis communication was created from the theoretical part, in which expert knowledge from crisis communication and negotiation is written. Answers to the hypothetical question are an integral part of this part of the thesis. In the conclusion, the results of the observations are then summarized and closely related to the topic of this diploma thesis.
