První část práce obsahuje vymezení a charakteristiku mandatorních výdajů. Věnuje se jejich vývojovým trendům a problémům, které jsou s nimi úzce spjaty. Druhá část práce zkoumá jednu ze složek mandatorních výdajů a to nemocenské pojištění, přičemž hlavní důraz je kladen na nemocenské.
