Analysis of the changes of Czech pension insurance in relation to group of beneficiaries

Abstract:

Cílem práce je provedení analýzy vývoje českého systému důchodového pojištění v posledních dvaceti letech a zjištění jakým směrem se ubírá vývoj realizovaných reforem důchodového systému ve vztahu k zvýhodňovaným skupinám pojištěnců a jaké lze sledovat trendy v těchto preferencích v rámci prováděných změn. V teoretické části je pojednáno o východiscích důchodové politiky se zaměřením na vybrané principy a cíle. Zmíněny jsou základní formy důchodových systémů s ohledem na financování a definování dávek, je popsán obecný směr reforem a možné dopady na jednotlivé skupiny pojištěnců. V závěru následuje deskripce vybraných zvýhodňovaných skupin pojištěnců. V metodologické části je vymezena výzkumná metoda a techniky provedené analýzy, jsou zde vymezené cíle práce, včetně možných úskalí. Součástí je i bližší specifikace sledovaného zvýhodnění, respektive je zde uvedeno, kterým aspektům preferencí nebude v práci věnována pozornost. V empirické části je provedena analýza u sledovaného okruhu zvýhodnění včetně krátkého shrnutí a naznačení případných dalších problémů ve sledované oblasti. V závěru diplomové práce je poskytnuto shrnutí získaných poznatků a zjištění, jaký byl vztah sledovaných preferencí a vybraných cílů důchodové politiky.

Abstract:

The aim of this work is to analyze the Czech pension insurance system in last twenty years, to find out in what direction is the development of implemented reforms of pension system in relation to groups of beneficiaries heading and what trends among these preferences within the context of changes is possible to observe. In theoretical part are defined the starting points of pension policy nebo are defined the bases of pension policy focusing on selected principles and goals. There are described the basic forms of pension systems in term of funding and the benefits are defined, the general direction of reforms and the possible impacts of reforms to different groups of beneficiaries is explained here too, followed by the description of selected beneficiary groups of insured. In the methodological part the research method and techniques of conducted analysis are defined, together with work objectives, including potential pitfalls. It also includes a detailed specification of the monitored preference, which basically shows to which aspects of preferences will not be paid attention to in this work. The empirical part is devoted to the analysis of the monitored area of preferences, including a short summary and an indication of any other possible problems in the monitored area. The conclusion provide a summary of obtained knowledge, together with finding what the relationship between monitored preferences and selected targets of pension policy looked like.
