Eastern Dimension of Czech Foreign Policy in 2007-2009: Road to the Eastern Partnership

Abstract:

Diplomová práce se zabývá tématem posilování východní dimenze české zahraniční politiky v období 2007-2009 v rámci vytváření politiky Východního partnerství. Zaměřuje se na roli České republiky v procesu tvorby programu a na motivy českých politických aktérů vedoucí k podílení se na něm. Teoreticky je téma uchopeno pomocí sociálního konstruktivismu a konceptů teorie rolí. Data jsou získávána prostřednictvím obsahové analýzy primárních dokumentů a semistrukturovaných rozhovorů. Interpretace role České republiky je zasazena do kontextu střetu zahraničněpolitických identit atlantismu a evropeismu, z něhož vyplývá omezená schopnost formulovat národní zájmy. Je argumentováno, že role České republiky byla tímto střetem negativně ovlivněna, což se projevilo výsledné podobě sehrání role jako správce a podporovatele namísto pokračování role ideového tvůrce a propagátora.

Abstract:

This thesis investigates the issue of strengthening of the eastern dimension in Czech foreign policy from 2007-2009 within the framework of the Eastern Partnership policy making. It focuses on the role of the Czech Republic in the creation of the program and motives leading Czech political agent to participate. Theoretically we approach the topic with social constructivism and the concepts of role theory. Data is collected from the content analysis of primary documents and semi-structured interviews. The interpretation of the Czech Republic’s role is set in the context of foreign policy identities conflict between atlanticism and europeanism, implying limited ability to articulate national interests. It is argued the role of the Czech Republic was negatively affected by this conflict, which resulted in its final form role enactment as facilitator and supporter instead of continuing the role of ideological creator and promoter.
