Economic Aspects of Temporary and Classical Foster Care

Abstract:

Bakalářská práce zabývající se tématem ekonomickými aspekty dočasné a klasické pěstounské péče je zaměřena na představení a srovnání těchto dvou forem náhradní péče před a po novelizaci zákona. Podává ucelený přehled a srovnání jednotlivých druhů pěstounské péče z finančního pohledu. Cílem je teoreticky popsat vznik, vývoj, jednotlivé druhy náhradní rodinné péče a jejich ekonomické srovnání z pohledu dávek od státu před rokem 2022 až do současnosti. První část je teoretická popisující náhradní rodinnou péči jak z historického hlediska, tak její rozdělení v České republice a ve světě. Druhá část je věnována zákonnému ukotvení v právním řádu České republiky. Třetí část se věnuje analýze dávek a příspěvků pěstounské péče, výpočtům, které srovnávají jednotlivé druhy pěstounské péče před rokem 2022 a v současnosti, při které jsme došli k velice zajímavému porovnání mezi zprostředkovanou a nezprostředkovanou pěstounskou péči.

Abstract:

This bachelor's thesis, dealing with the economic aspects of temporary and regular foster care focuses on the introduction and comparison of these two forms of foster care before and after the amendment of the Act. It provides a comprehensive overview and comparison of individual types of foster care from a financial point of view. The aim of this thesis is to theoretically describe the formation and course of each type of alternative child care, and their economic comparison from the point of view of benefits paid by the state from before 2022 until today. The first part of the theoretical part describes alternative child care from a historical point of view along with its types used in the Czech Republic and the rest of the world. The second part focuses on legal norms that govern alternative child care in the Czech Republic. The third part provides an analysis of the financial support of foster care paid by the state, including calculations that are used to compare different types of foster care before 2022 and now. As a result, this analysis brings us to very interesting findings about the differences between what is known in Czech law as arranged foster care and non-arranged foster care.
