Accuracy of tax revenue forcasts in the Czech republic

Abstract:

Bakalářská práce je zaměřena na srovnání predikcí vytvořených ministerstvem financí a skutečných hodnot daňových příjmů státního rozpočtu, kdy byly srovnávány přesnosti predikcí před a po zřízení Výboru pro rozpočtové prognózy v roce 2018. Bakalářská práce má za hlavní úkol zhodnotit pomocí statistických charakteristik, zdali mělo zavedení Výboru kladný vliv na přesnost predikcí vytvářených ministerstvem financí. Úkolem teoretické části je seznámit čtenáře s průběhem schvalování státního rozpočtu a jeho jednotlivými daňovými příjmy. V praktické části je ke srovnání hodnot ve schváleném státním rozpočtu a skutečných příjmů využito průměrné čtvercové chyby, průměrné absolutní procentuální chyby a symetrické průměrné absolutní chyby v procentech. Z výstupu lze zjistit nárůst rozdílu mezi predikcemi a skutečností v letech po zavedení Výboru. Po rozboru predikcí a skutečných příjmů v jednotlivých letech tato práce popisuje, jak pandemie Covid-19 mohla ovlivnit predikce ministerstva financí v letech 2020 a 2021 a válka na Ukrajině v letech 2022 a 2023 a dát tak přesnější obraz na období, ve kterém Výbor ovlivňoval svými stanovisky sestavování státního rozpočtu.

Abstract:

achelor thesis is focusing on comparison of forecast made by Ministry of Finance and real value of tax revenues to the state budget, where was compared accuracy of forecasts before and after establishing the Commission for budget forecast in 2018. Main goal of the bachelor thesis is to evaluate with the help of statistical characteristics if the establishment of Commission for budget forecast had a positive influence on the accuracy of forecasts made by the Ministry of Finance. The task of the theoretical part is to familiarize the reader with the approval process of the state budget and with the individual tax revenues. In practical part of the bachelor thesis were the forecasts of Ministry of Finance compared with the real values with the help of mean squared error, mean absolute percentage error and symmetric mean absolute percentage error. From the outcome of this part, it can be found that the difference between forecasts and real values grew in the years after establishing the Commission for budget forecast. After the analysis of forecasts and real values in individual years the thesis describes how the pandemic of Covid-19 could have influenced forecasts of Ministry of Finance in 2020 and 2021 and the war in Ukraine could have influenced forecasts in 2022 and 2023 and give more accurate picture in the period in which the Commission influenced the creation of state budget with the evaluation of forecasts.
