Inter-municipal cooperation: The voluntary associations of municipalities vs. LAG

Abstract:

Předmětem diplomové práce „Meziobecní spolupráce: Dobrovolné svazky obcí vs. MAS“ je zkoumání problematiky spolupráce obcí v České republice, zejména prostřednictvím dobrovolných svazků obcí a místních akčních skupin. Práce ve své úvodní části popisuje základní znaky spolupráce obcí, její přínosy a případná úskalí pro zapojené subjekty. Dále jsou popsány jednotlivé formy spolupráce a jejich srovnání. Výzkumná část vychází z realizace polostrukturovaných rozhovorů se zástupci obcí ve vybraných regionech. Hlavní výzkumnou otázkou bylo zjištění, která ze struktur spolupráce (DSO vs. MAS) funguje z pohledu obecních zástupců efektivněji a přináší obcím větší užitek. Práce obsahuje také návrhy na možná zlepšení fungování mikroregionální spolupráce v ČR.

Abstract:

The subject of submitted diploma thesis “Inter-municipal cooperation: Voluntary associations of municipalities vs. LAG“ is to explore the issue of inter – municipal cooperation in the Czech Republic, particularly through Voluntary associations of municipalities and Local action groups. First part of the thesis describes the basic features of municipal cooperation, its benefits and potential pitfalls for subjects involved. Next chapter focuses on various forms of cooperation and their comparison. Research itself was conducted through semistructured interviews with representatives of the municipalities in selected regions. The main research question was to determine which of the structures of cooperation (VAM vs. LAG) works for municipal representatives more effectively and brings them greater benefits. Finally, the thesis presents the suggestions for possible improvements in the functioning of micro-regional cooperation in the Czech Republic.
