Comparison of horizontal sanction regimes of the European Union

Abstract:

Bakalářská práce se zabývá horizontálními sankčními režimy Evropské unie, které jsou relativně novým principem v sankční praxi EU. Nejprve se práce zabývá vývojem sankční politiky EU a zavedením horizontálních sankčních režimů. Těžištěm práce je pak srovnání čtyř horizontálních režimů, které EU aktuálně používá – proti chemickým zbraním, kybernetickým útokům, porušování lidských práv a terorismu. Režimy jsou srovnány na základě stanovených kritérií, např. z hlediska jejich dynamiky, tzn. vývoje právní úpravy a četnosti změn sankčního seznamu, dále pak událostmi, které předcházely přijetí jednotlivých režimů a iniciativami členských států EU při jejich přijetí. Výsledkem tohoto srovnání jsou shodné a odlišné rysy horizontálních sankčních režimů.

Abstract:

The bachelor´s thesis deals with the topic of horizontal sanction regimes of the European Union, which are a relatively new concept in the EU sanctions practice. The thesis first examines the development of EU sanctions policy and the implementation of horizontal sanctions regimes. The focus of the thesis is then a comparison of the four horizontal regimes currently used by the EU - against chemical weapons, cyber-attacks, human rights violations and terrorism. The regimes are compared on the basis of established criteria, e.g., in terms of their dynamics, i.e., the evolution of legislation and the frequency of changes to the sanctions list, as well as the events that preceded the adoption of each regime and the initiatives taken by EU member states in adopting them. As a result of this comparison similar and different features of the regimes are presented.
