Organizational culture as a determinant of engagement and turnover of public sector employees

Abstract:

Pro efektivní fungování jakékoliv organizace je zásadní správné nastavení organizační kultury, které je dle odborné literatury významné rovněž v oblasti engagementu zaměstnanců nebo potenciální fluktuace. Cílem diplomové práce tak bylo analyzovat organizační kulturu na vybraných městských úřadech a určit její klíčové dimenze právě ve vztahu k engagementu zaměstnanců a jejich potenciální fluktuaci. K dosažení cíle bylo využito dotazníkového šetření, které proběhlo na městských úřadech v Lovosicích, Roudnici nad Labem, Lounech, Mostě a Ústí nad Labem (N=516). Získané výsledky ukázaly, že organizační kultura má pozitivní vliv na engagement zaměstnanců a negativní vliv na jejich potenciální fluktuaci. Za významnou dimenzi organizační kultury lze ve vztahu k engagementu zaměstnanců označit prostředí a morálku, jenž reflektuje míru pociťované motivace a respektu v pracovní skupině i zbytku organizace. Ve vztahu k potenciální fluktuaci se jako významná ukázala dimenze tok informací, která hodnotí informovanost zaměstnanců ve spojitosti s jejich vykonávanou prací, ale také s děním v celé organizaci. Nad rámec stanoveného cíle byl rovněž zkoumán a potvrzen vliv engagementu zaměstnanců na potenciální fluktuaci. Výsledky diplomové práce potvrzují, že mezi sledovanými proměnnými (organizační kultura, engagement zaměstnanců, potenciální fluktuace) se nacházejí vzájemné souvislosti. Dále mají výsledky zejména praktické využití pro zapojené úřady, které se dozvídají, jak proměnné hodnotili právě jejich zaměstnanci a jak významné jsou souvislosti mezi nimi. Na základě těchto informací byla pro úřady formulována také konkrétní doporučení, kterými oblastmi by se měly primárně zabývat za účelem zlepšení organizační kultury, engagementu zaměstnanců a potenciální fluktuace.

Abstract:

For the effective functioning of any organization, the right setting of the organizational culture is essential. According to scientific literature it is also important for employee engagement or potential turnover. The aim of the thesis was to analyze the organizational culture in selected city offices and to determine its key dimensions in relation to employee engagement and their potential turnover. To achieve the goal, a questionnaire survey was used, which took place at the city offices in Lovosice, Roudnice nad Labem, Loune, Most and Ústí nad Labem (N=516). The obtained results showed that organizational culture has a positive effect on employee engagement and a negative effect on their potential turnover. An important dimension of organizational culture in relation to employee engagement is the climate and morale, which reflects the level of motivation and respect felt in the work group and the rest of the organization. In relation to potential turnover, the information flow dimension, which evaluates the awareness of employees in connection with their work, but also with events in the entire organization, proved to be significant. Beyond the set goal, the influence of employee engagement on potential turnover was also investigated and confirmed. The results of the thesis confirm that there are mutual connections between the monitored variables (organizational culture, employee engagement, potential turnover). Furthermore, the results are particularly useful for the involved offices, who learn how the variables were evaluated by their employees and how significant the connections between them are. Based on this information, specific recommendations were also formulated for the offices, which areas should be primarily addressed in order to improve organizational culture, employee engagement and potential turnover.
